Guidel<strong>in</strong>es<br />

Geographical <strong>in</strong>formation systems (GIS) should be used as a tool <strong>in</strong> participatory <strong>and</strong><br />

construction processes: This will help people’s underst<strong>and</strong><strong>in</strong>g <strong>and</strong> focus the discussion on the<br />

real problems, balanc<strong>in</strong>g power among all stakeholders.<br />

The <strong>in</strong>formation conta<strong>in</strong>ed <strong>in</strong> a GIS should be objective <strong>and</strong> based on reliable sources.<br />

S<strong>in</strong>ce these are tools for decision makers, the <strong>in</strong>formation must be based on good authority <strong>and</strong><br />

only be open to question by means of empirical demonstration.<br />

The <strong>in</strong>formation stored <strong>in</strong> a GIS should be ma<strong>in</strong>ta<strong>in</strong>ed <strong>and</strong> kept up to date. A GIS should<br />

be considered a live system <strong>in</strong> which the <strong>in</strong>formation it conta<strong>in</strong>s varies over time; it should<br />

therefore prevent decision-mak<strong>in</strong>g errors result<strong>in</strong>g from the use of obsolete data.<br />

Information on the characteristics of the data conta<strong>in</strong>ed <strong>in</strong> the GIS (metadata) should be<br />

made available. The metadata must conform as far as possible to <strong>in</strong>ternationally recognised<br />

st<strong>and</strong>ards, provid<strong>in</strong>g reliability.<br />
