requirements, associated costs <strong>and</strong> <strong>in</strong>formation on available sites for the facilities. Before accept<strong>in</strong>g a<br />
concession or authorisation that would permit the allocation of rights to exclusive use of l<strong>and</strong>, coast or<br />
