In this scenario, aquaculture policies <strong>and</strong> legal frameworks are strategic tools to ensure the susta<strong>in</strong>able<br />
development of the activity; besides the comm<strong>and</strong> <strong>and</strong> control designs, the <strong>in</strong>stitutional framework<br />
govern<strong>in</strong>g aquaculture needs to encompass a flexible but solid structure focused on:<br />
- enabl<strong>in</strong>g development of aquaculture;<br />
- ensur<strong>in</strong>g the protection of the environment;<br />
- guarantee<strong>in</strong>g the protection of the consumers;<br />
- anticipat<strong>in</strong>g future developments, for example, offshore aquaculture; <strong>and</strong><br />
- Integrat<strong>in</strong>g aquaculture policy with<strong>in</strong> Integrated Coastal Zone Management.<br />
8.1.2 METHODOLOGY<br />
As a start<strong>in</strong>g po<strong>in</strong>t, it should be underl<strong>in</strong>ed that the analysis of legal frameworks <strong>in</strong> aquaculture tends<br />
to be biased by the heterogeneity of the norms <strong>and</strong> even the concepts used <strong>in</strong> this field. In this sense, it<br />
is relevant to def<strong>in</strong>e some basic concepts regard<strong>in</strong>g aquaculture <strong>in</strong> the <strong>Mediterranean</strong>; concepts that, <strong>in</strong><br />
the near future, could be used to set st<strong>and</strong>ards <strong>and</strong> common norms for the area. Figure 3 shows the<br />
legal <strong>and</strong> regulatory issues of aquaculture <strong>in</strong> national regulations:<br />
