The full range of welfare impacts have been considered: those that can be measured through market<br />

activity <strong>and</strong> those that are derived outside the market; those that <strong>in</strong>volve direct use such as the<br />

production <strong>and</strong> consumption of fish <strong>and</strong> those that <strong>in</strong>volve <strong>in</strong>direct use, such as the benefits from<br />

amenity or <strong>in</strong>tr<strong>in</strong>sic values. Many of these effects have yet to be quantified <strong>and</strong>, therefore, the<br />

discussion concentrated on identify<strong>in</strong>g issues of importance that should guide future research <strong>and</strong><br />

action. In some cases, especially <strong>in</strong> the case of governance <strong>and</strong> market development concrete action<br />

has been ongo<strong>in</strong>g <strong>and</strong> directions are relatively clear. In other cases, such as the management of<br />

<strong>in</strong>teractions between aquaculture <strong>and</strong> wild fish stocks, direction is less clear <strong>and</strong> would benefit from<br />

<strong>in</strong>creased discussion <strong>and</strong> research.<br />
