the context of an <strong>in</strong>tegrated regional plan. Most aquaculture plann<strong>in</strong>g focuses on zone A issues.<br />
Different regions of the <strong>Mediterranean</strong> bas<strong>in</strong> have different amounts <strong>and</strong> types of aquaculture, as well<br />
as different policy priorities, <strong>and</strong> these determ<strong>in</strong>e key stakeholders <strong>and</strong> their <strong>in</strong>teractions. Tables 7 <strong>and</strong><br />
8 show the region divided <strong>in</strong>to four geographic sectors (North West, North East, South East <strong>and</strong> South<br />
West) <strong>and</strong> detail the amount <strong>and</strong> type of aquaculture <strong>and</strong> major policy issues <strong>and</strong> stakeholders.<br />
Governmental stakeholders vary from country to country. Historically, aquaculture is adm<strong>in</strong>istered by<br />
m<strong>in</strong>istries with jurisdiction over agriculture. Most often, adm<strong>in</strong>istration is at a national level, although<br />
<strong>in</strong> several cases, such as Israel, responsibility for adm<strong>in</strong>istration is devolved to the level of the local<br />
authority or municipality. In Spa<strong>in</strong> <strong>and</strong> Romania, responsibility for policy formulation <strong>and</strong><br />
adm<strong>in</strong>istration lies with local jurisdictions (Autonomous Communities <strong>and</strong> Prefects, respectively)<br />
(Chapela-Perez 2009). In a substantial number of countries, there are multiple executive <strong>and</strong><br />
adm<strong>in</strong>istrative bodies <strong>in</strong>volved <strong>and</strong> a common problem is overlapp<strong>in</strong>g <strong>in</strong>terests <strong>and</strong> responsibilities. In<br />
Turkey, responsibility for aquaculture is split among the M<strong>in</strong>istry of Agriculture <strong>and</strong> Rural Affairs;<br />
the M<strong>in</strong>istry of Transport (Mar<strong>in</strong>e Department); the M<strong>in</strong>istry of Health; the M<strong>in</strong>istry of Forestry; the<br />
Department of Water Works; the M<strong>in</strong>istry of Treasury <strong>and</strong> other authorities such as the M<strong>in</strong>istry of<br />
Tourism, the M<strong>in</strong>istry of Internal Affairs, the M<strong>in</strong>istry of Culture, the M<strong>in</strong>istry of Commerce <strong>and</strong><br />
Trade, <strong>and</strong> the M<strong>in</strong>istry, of F<strong>in</strong>ance (<strong>FAO</strong> 1999). Each body represents a different set of stakeholder<br />
<strong>in</strong>terests <strong>and</strong>, recently, as the example below illustrates, several longst<strong>and</strong><strong>in</strong>g stakeholder disputes<br />
have been resolved to the detriment of the aquaculture sector.<br />
