3.6 Comments on <strong>the</strong> STAA Double Fleet<br />

The 1982 Surface Transportation Assistance Act provided <strong>for</strong> <strong>the</strong> use <strong>of</strong> st<strong>and</strong>ard STAA (2-S1-2)<br />

tractor +double trailer (twin 28 foot trailers) combinations on <strong>the</strong> National Network. The take-up<br />

<strong>of</strong> <strong>the</strong>se units has been relatively small. In 1997, <strong>the</strong>y accounted <strong>for</strong> 4% <strong>of</strong> <strong>the</strong> 5-axles or more<br />

fleet—a slight increase from 3.4% <strong>of</strong> <strong>the</strong> fleet in 1992. Cali<strong>for</strong>nia, Oregon <strong>and</strong> Illinois account<br />

<strong>for</strong> over 80 percent <strong>of</strong> all <strong>of</strong> <strong>the</strong> STAA doubles. This is an area where registration bias must be<br />

examined more closely.<br />

3.7 Comments on Tridem Axle Fleet<br />

In 1997, <strong>the</strong> tractor-semitrailers with tridem or more axle semitrailers accounted <strong>for</strong> 9.6% <strong>of</strong> <strong>the</strong><br />

5-axles or more fleet. They are more common than tractor-double trailer combinations. Every<br />

state has <strong>the</strong>m.<br />
