2.9 Comparison with Other Forecast Efforts<br />

Forecasts prepared in a master plan are reviewed by the FAA and compared to the Terminal Area<br />

Forecast (TAF) projections. FAA Order 5090.3C provides guidance on the FAA review process<br />

and states that the FAA will find an airport planning forecast acceptable if the five-year, 10-year,<br />

and 15-year forecasts contained in the planning document (master plan) are within 10 percent of<br />

the TAF projections. It should be noted that if the proposed airport forecast in the master plan<br />

exceed the TAF by more than 10 percent and is consider valid by the FAA, they will be<br />

incorporated into the TAF and replace the existing TAF projections.<br />

The purpose of this section of the master plan is to compare the projections developed in this<br />

chapter to other existing forecasts. Table 2-29 presents a comparison of the enplanement and<br />

operations forecasts prepared in this chapter with FAA projections as published in the current TAF<br />

and the forecasts prepared in the previous <strong>Master</strong> <strong>Plan</strong> completed for the <strong>Airport</strong> in 1995. The<br />

operations forecast prepared by the Michigan Department of Transportation are presented in Table<br />

2-30. This information is also presented graphically in Table 2-31.<br />
