4.4.3.3 Storm Water Management<br />

Proper storm water management must be ensured for future development of all the above detailed<br />

airside and landside improvements. As more impervious surfaces such as runways, taxiways,<br />

aprons, parking lots, roads, etc. are constructed, storm water infrastructure such as detention<br />

ponds and drainage ditches must also be planned and constructed in order to prevent ponding or<br />

flooding. To support that growth land dedicated to storm water runoff retention and detention<br />

should be maintained within the existing and proposed <strong>Airport</strong> boundaries. Suggested areas<br />

include land lying under runway approaches, parcels that do not have proper access, and tracts<br />

that may not be suitable for development due to environmental consideration. Existing storm water<br />

infrastructure must also be considered as part of the overall development of the <strong>Airport</strong>, as some<br />

portions of the proposed improvements affect systems already in place.<br />

Specifically, the extension of Runway 10R-28L to the east, which was been started in 2004,<br />

impacts the Reynolds Drain. The Reynolds Drain, which is a county owned storm water<br />

conveyance channel, runs north to south along the eastern periphery of the <strong>Airport</strong>. In order to<br />

extend the runway as proposed the drainage ditch must be partially enclosed. An enclosure of this<br />

type has already occurred within the <strong>Airport</strong> boundary, where the current Runway 10L-28R now<br />

lies. For that application, the <strong>Airport</strong> placed several hundred feet of a branch of the Reynolds Drain<br />

into underground conveyance pipes.<br />

Accomplished in order to provide the necessary runway safety areas for Runway 10L-28R, that<br />

conveyance system would require extension and revision to support the proposed mid-field<br />
