The financial plan describes the cost burdens the Authority may incur while maintaining the ability<br />

to generate sufficient revenues in the future to cover operations and existing debt service<br />

obligations. The Authority’s financial structure and historical revenues and expenses were<br />

examined to project future revenues and expenses. In addition, historical funding sources for<br />

<strong>Capital</strong> <strong>City</strong> <strong>Airport</strong> and other airport projects were analyzed to identify likely funding sources for<br />

the 20-year capital improvement program defined by this master plan. Based on these analyses,<br />

the potential funding sources are as follows:<br />

• FAA $243.3 million<br />

• MDOT $15.1 million<br />

• Third Party $3.4 million<br />

• Local $46.8 million<br />

The local share of the project funding assumes the Authority will need to issue debt in FY 2011 to<br />

complete construction of the replacement terminal.<br />
