130 Danube Pollution Reduction Programme – National Review, Ukraine<br />

The long-term objectives (for period to 2015) should be:<br />

<br />

harmonization of the Ukrainian and European Community (EC) legislation;<br />

organization of the legislative and economical substantiation of the water resources<br />

management based on the basin principle.<br />

International obligations of Ukraine<br />

Referring to Ukraine, it should be emphasized that development of National Environmental<br />

Strategy of Ukraine is now at the last phase of elaboration. The key document - “Main Directions<br />

of the State Policy in the Field of Environmental Protection, Natural Resources Use and<br />

Environmental Safety” was adopted by the Parliament of Ukraine. This document clearly defines<br />

the key priorities of Environmental Policy and Practical Actions including International obligations<br />

of Ukraine. These are as follows:<br />

1. Assurance of nuclear and radiation safety, overcoming of the consequences of Chernobyl<br />

Nuclear Power Plant disaster.<br />

2. Conservation of landscape and biological diversity.<br />

3. Improvement of the state of the environment in the Dniper Basin and potable water<br />

quality.<br />

4. Prevention of pollution and improvement of the environment of Black Sea.<br />

5. Improvement of environmental state in the Donetsko-Prydniprovsky Industrial Regions.<br />

6. Construction and reconstruction of municipal sewage systems.<br />

As we can see, three of the defined priorities are directly related to the sustainable water<br />

management and clearly stipulate the necessity of consolidation of national intersectoral and<br />

international efforts for practical actions.<br />

Priorities for transboundary co-operation<br />

By the present time the Ministry for Environmental Protection and Nuclear Safety of Ukraine has<br />

adopted four co-operation programmes for transboundary rivers in Danube basin:<br />

Alongside with the activity of Ukraine to ratify the Helsinki 92 Convention, the Ukrainian<br />

Government has adopted the following agreements:<br />
