5. Brief Overview of Legal and Institutional Framework for<br />
Water Quality Control<br />
All issues related to water quality control and management are regulated by Water Code of Ukraine<br />
of 1996.<br />
National, international and regional programmes on water resources use, protection and restoration<br />
are developed in order to provide implementation of effective measures for satisfaction of domestic<br />
and industrial water needs, rational use and protection of waters, prevention of their adverse action.<br />
National, international and regional programmes on water resources use, protection, and restoration<br />
are developed on a base of data of state water accounting, water cadaster, schemes of water<br />
resources use, protection, and restoration, etc.<br />
Development and implementation of these programmes are funded by the national budget of<br />
Ukraine, budget of the Autonomous Republic of Crimea and local budgets, resources of enterprises<br />
and organizations, off-budget funds, voluntary donations of organizations and citizens, and other<br />
budgets.<br />
The state management of water resources use, protection, and restoration is carried out according to<br />
the river basin principle on the basis of national, international, and regional programmes for water<br />
resources use, protection, and restoration.<br />
The state management of water resources use, protection, and restoration is carried out by the<br />
Cabinet of Ministers of Ukraine, Government of the Autonomous Republic of Crimea, local radas<br />
of people's deputies and their executive committees, bodies of the state executive power, specially<br />
authorized bodies, and other state bodies according to the legislation of Ukraine.<br />
Specially authorized bodies of the state executive power in the area of water resources use,<br />
protection, and restoration are as follows: the Ministry of Environmental Protection and Nuclear<br />
Safety of Ukraine; the State Committee for Water Resources, the State Committee on Geology and<br />
Utilization of Mineral Resources of Ukraine, their local bodies and other state bodies according to<br />
the legislation.<br />

setting up priorities of water usage;<br />
providing development of national, international and regional programmes for water<br />
resources use, protection, and restoration; approving regional programs;<br />
determination of procedure for state executive bodies' action in the area of water<br />
resources use, protection, and restoration; coordination of their activities;<br />
establishing procedure for issuing permits for special water use, constructing, dredging<br />
and blasting, mining sand and grit, laying cables, pipelines and other supply lines within<br />
lands of the Water Fund, as well as for development and approval of standards for<br />
discharge of polluting substances into water bodies;<br />
establishing norms of payments for special water use and procedure for collecting these<br />
payments;<br />
establishing norms of payments for use of waters for hydropower generation and water<br />
transport needs, and procedure for collecting these payments;<br />
making decisions regarding discharge of wastewater from storage tanks into water bodies<br />
in case of emergency situations, when it leads to exceeding of admissible concentrations<br />
in these water bodies;<br />
organization and coordination of work on prevention and mitigation of consequences of<br />
accidents, emergency, adverse effect of waters or worsening quality of water resources;
