this time that Aqif experienced and acted in some of the most
important and stormy periods of our national history beginning
from iron and fire suppression of the Albanian League of Prizren,
the continuation of anti-ottoman resistance of Albanians, the
major events of the first decade of the XX-th century,. where it
is known the 1910-1912 period, in which there took place every
year one after another, the major anti-ottoman uprisings that
culminated in victory, with the Proclamation of Independence of
Albania and the creation of the Independent Albanian State. Aqif
Pasha became one of the basic pillars, among the most committed,
the most dedicated and the most decisive ones for the successful
culmination in favor of the Albanian nation of the political and
historical processes found not rarely in face of external and
internal enemies.
He was born in the city of Elbasan, in a citizen environment,
in the bosom of a wealthy family but with progressive and patriotic
traditions. His father, Mahmud Pasha, was a simple employee in the
Ottoman civil administration: Aqif finished idadien (gymnasium)
in Elbasan and graduated studies for justice in Istanbul, where he
got acquainted and joined the Albanian patriotic circles operating
there. Under the influence of Elbasan citizen environmental, of
his family and education, Aqif was moulded and equipped with
extensive knowledge and culture, with freedom-loving spirit
and feelings that approached and bound him with the Albanian
National Movement. In 1905 Aqif Pasha was a member of the
Administrative Council of Sanjak of Elbasan. After the winning
of the Young Turk Revolution (1908), he became President of the
Club “Union” of Elbasan (1908). He was among the main leaders
and organizers of the political, cultural and social movement for
the spread of the Albanian language and education. He took part
in the Congress of Debar (1909) and discussed by supporting and
protecting the requirements of the nationalist and patriotic wing;
he was among the important organizers and contributors to the
Congress of Elbasan (1909) and for the opening of the Normal
School (December1909) in Elbasan. Aqif Pasha Elbasani was
among the main organizers of the general anti-ottoman uprising
of 1912 and in the organization of Elbasan fighting-units that
participated in that uprising.
