Additional recommendations<br />
Checkpoint records<br />
Record keeping and analysis are vital prerequisites for management, and actions need to be taken to<br />
improve <strong>the</strong> uniformity and content of records kept at checkpoints. Existing records vary considerably<br />
for reasons discussed earlier, and <strong>the</strong> information is not used in a consolidated manner despite great<br />
potential to assist management efforts. In <strong>the</strong> interest of making <strong>the</strong> most efficient use of available time<br />
and resources, it is recommended that one format be used for all checkpoints throughout <strong>the</strong> country. A<br />
recommended format is given in Annex 5. It is also necessary to instigate formal procedures for<br />
collecting and consolidating this information between different levels of government.<br />
Law enforcement assistance<br />
In order to reduce <strong>the</strong> scale of illegal activities and associated losses of revenue, it is recommended to<br />
instigate training activities aimed at increasing knowledge of forest laws, improving inter-agency coordination<br />
and revenue tracking. This training needs to be continuous and involve relevant stakeholders<br />
from both Tanzania mainland and Zanzibar, <strong>with</strong> an emphasis on informal ports. In <strong>the</strong> short-term, it is<br />
advised that greater law enforcement effort be placed on discouraging <strong>the</strong> harvest and <strong>trade</strong> in smallsized<br />
<strong>timber</strong>.<br />
Reducing wastage<br />
Efforts should be made to improve conversion rates for producing sawn wood and charcoal in <strong>the</strong> study<br />
area, which currently results in considerable wastage and lost revenue.<br />
