The recommendation that the ‘Flood and Stream Management<br />

Policy (ENV 4)’ be considered during subdivision, the structure<br />

planning process and also after subdivision has occurred is not<br />

included in Section 12 <strong>Biodiversity</strong> Conservation Actions for<br />

Implementation.<br />

Recommend actions relating to the ‘Flood and Stream<br />

Management Policy (ENV 4)’ are included in the list <strong>of</strong><br />

Conservation Actions for Implementation. The action can include<br />

a review <strong>of</strong> the existing policy, its effectiveness and a training<br />

program for staff on the use <strong>of</strong> the <strong>Shire</strong>’s Policies relating to<br />

biodiversity protection.<br />

All <strong>Shire</strong> policies are utilised in assessing applications for<br />

development proposals. The recommendation has not<br />

been included in Section 12 as an action for<br />

implementation as it is already part <strong>of</strong> standard operating<br />

procedures.<br />

<strong>Local</strong> <strong>Biodiversity</strong> <strong>Strategy</strong>.<br />

Box 8 on page 46, Due to the rapid spread <strong>of</strong> invasive weeds on<br />

waterways, it is imperative that all invasive weeds be prohibited<br />

from a buffer zone on all waterways. If this is not done, then it is<br />

simply a matter <strong>of</strong> time before the waterways <strong>of</strong> moderate to<br />

high value are threatened and destroyed. Our Friends Groups<br />

reserves on creeklines face this challenge constantly due to a lack<br />

<strong>of</strong> policy <strong>of</strong> this kind.<br />

The <strong>Shire</strong>’s Weed Control <strong>Strategy</strong> (2002) targets priority<br />

weed species many <strong>of</strong> which occur in creeklines. Where<br />

the weeds occur on private land the <strong>Shire</strong> has no real<br />

grounds to action any weed removal.<br />

Public education is an important tool in an attempt to<br />

identify and control weeds. The <strong>Shire</strong> promotes resident<br />

and community weed control through its brochure: Making<br />

Weed Control a Priority – which acts as a guide to the top<br />

ten priority weeds in the district and supports the <strong>Shire</strong> <strong>of</strong><br />

<strong>Kalamunda</strong>’s Weed Control <strong>Strategy</strong>. Friends Groups are<br />

vital in the battle to control weeds and are supported<br />

through various <strong>Shire</strong> Initiatives. Effective control is<br />

compounded as people’s perceptions <strong>of</strong> what an<br />
