Representational Targets The Local Biodiversity Strategy identifies that 58.7 ha of the Yarragil 1 vegetation complex would require protection in order to meet the 30% protection target. However, no specific target was set for this vegetation complex. The Shire is encouraged to review the target for Yarragil 1 as there are opportunities for an increase in protection for this vegetation complex. Effective implementation of any strategy targets need to meet ‘SMART’ criteria: Specific, Measurable, Achievable, Relevant and Time Bound (Coote et al.) Most of the Biodiversity Feature targets do not meet the above criteria. They are not linked to recommendations for actions and measurable indicators. It will be difficult to monitor progress of implementation of the proposed Strategy. Effective biodiversity management relies on setting a ‘Vision Statement’ (a view of the intended future landscape) achieved through “Resource Condition Targets” (objectives) linked to Management Action Targets (outputs).
