10 Application <strong>of</strong> Targets<br />

By adopting the <strong>Local</strong> <strong>Biodiversity</strong> <strong>Strategy</strong> the <strong>Shire</strong> <strong>of</strong> <strong>Kalamunda</strong> will agree to<br />

apply the targets detailed in Sections 8 and 9 throughout its operation. The<br />

application <strong>of</strong> these targets will ensure that the <strong>Shire</strong> is meeting legislative<br />

requirements with regard to biodiversity. Maintaining viable natural areas will protect<br />

rare species and ensure common species stay common. This will not only protect<br />

biodiversity but will aid in maintaining a sense <strong>of</strong> place.<br />

The natural environment provides a sense <strong>of</strong> place within the <strong>Shire</strong> <strong>of</strong> <strong>Kalamunda</strong><br />

Theoretically, a specific representational target detailing a set area or percentage <strong>of</strong><br />

increased protection could have been drafted for each vegetation complex, however,<br />

in practice this is really only necessary for the Forrestfield and Southern River<br />

vegetation complexes. This is either because the other vegetation complexes already<br />

have greater than 30% protection or because further protection <strong>of</strong> the LNA is<br />

impossible or outside <strong>of</strong> the scope <strong>of</strong> <strong>Local</strong> Government.<br />

Examples <strong>of</strong> how each target is expected to be achieved are detailed in Section 13.<br />

The targets set a minimum area for protection. In this way the targets remain<br />

realistic whilst also allowing for initiatives such as private land conservation and<br />

revolving funds to be explored. It should also be noted here that to achieve the<br />

targets developers may be required to increase consideration <strong>of</strong> the natural areas to<br />

ensure their protection during development and may be required to increase the<br />

amount <strong>of</strong> designated public open space.<br />
