covenanted land is the purchaser may not be qualified or capable<br />

<strong>of</strong> maintaining the area against weeds and other damage, with<br />

consequent degradation and loss <strong>of</strong> diversity.<br />

Section 11.2.2 on page 70, The proposal to develop a revolving<br />

fund to purchase land with biodiversity values worth conserving is<br />

highly commended.<br />

An “<strong>of</strong>fsets program” could be investigated. Important to<br />

consider if opportunities exist in the <strong>Shire</strong> to <strong>of</strong>fset land with<br />

significant biodiversity assets by another area with similar if not<br />

identical attributes.<br />

Section 11.4 on page 72, Ensure both Planning personnel and<br />

Building Approvals divisions are familiar with <strong>Local</strong> Planning<br />

Policies .<br />

Comment noted. Conservation covenants associated with<br />

revolving funds must meet Federal Guidelines for best<br />

practice conservation covenanting. These include positive<br />

commitments to implement a management plan and ongoing<br />

stewardship support provided by the covenanting<br />

body. The covenants also include provision for dealing<br />

with non-compliance with covenant conditions.<br />

Comment noted. DEC is developing an Environmental<br />

Offsets policy and guidance notes. The <strong>Shire</strong> may<br />

participate in a DEC facilitated program but does not have<br />

the resources to develop such a program itself.<br />

Comment noted. Not relevant to Building Staff. Planning<br />

staff are responsible for implementing <strong>Local</strong> Planning<br />

Policies and have the appropriate level <strong>of</strong> pr<strong>of</strong>essional<br />

knowledge to undertake the work involved.<br />
