immediately then conduct community consultation to investigate
the feasibility of introducing a mandatory levy. Voluntary levy

been revised to include reference to both a voluntary and
mandatory levy.

The Local Biodiversity Strategy does not link well to proposed
targets or allow for any monitoring and evaluation.
Biodiversity Conservation Actions for Implementation should
include more specific actions and rank them in order of priority;
include budgetary information (capital and operating) and human
resource requirements to implement them. (Information is
scattered and inconsistent in detail).
Document amended to reflect comment. Section 12 has
been revised to incorporate monitoring and evaluation.
Document amended. The format and structure of the
action plan have been revised to be more specific and
include timeframes and general responsibilities.
