1 Introduction<br />
In 1998, the Federal Government released the National <strong>Local</strong> Government<br />
<strong>Biodiversity</strong> <strong>Strategy</strong>, which made a number <strong>of</strong> recommendations regarding the<br />
conservation <strong>of</strong> biodiversity by <strong>Local</strong> Government. In response to this national<br />
strategy, the Perth <strong>Biodiversity</strong> Project (PBP) was developed as a partnership project<br />
between 31 <strong>Local</strong> Government Authorities, the Western Australian <strong>Local</strong> Government<br />
Association (WALGA), the Swan Catchment Council (SCC) and the Department for<br />
Planning and Infrastructure (DPI).<br />
<strong>Local</strong> Government <strong>Biodiversity</strong> Planning Guidelines were then developed to assist<br />
<strong>Local</strong> Governments strategically plan for the retention, protection and management<br />
<strong>of</strong> Perth’s biodiversity.<br />

In August 2004, the <strong>Shire</strong> <strong>of</strong> <strong>Kalamunda</strong> resolved to participate in a pilot program<br />
with the PBP to trial the use <strong>of</strong> these guidelines in the development <strong>of</strong> a <strong>Local</strong><br />
<strong>Biodiversity</strong> <strong>Strategy</strong>.<br />
The development <strong>of</strong> the <strong>Local</strong> <strong>Biodiversity</strong> <strong>Strategy</strong> will help the <strong>Shire</strong> <strong>of</strong> <strong>Kalamunda</strong><br />
integrate biodiversity conservation into its core business and provide a basis for<br />
strategic, consistent and well informed decision making. Setting targets as part <strong>of</strong><br />
the strategy will also demonstrate a commitment to biodiversity conservation that is<br />
aligned with State and Federal policy and legislation.<br />
