APPENDIX I
ORGANISATIONAL ARRANGEMENTS FOR CORPORATE ASSET MANAGEMENT
1.0 Strategic Framework
1.1 ‘Making a Difference’ is the council’s strategic plan for 2006/07 and beyond. This sets out the
council’s vision, values and the themes from the community strategy developed by Hillingdon
Partners to improve the co-ordination of public services and to reflect the needs and
aspirations of the diverse local community. Group and service plans show how groups
contribute towards achieving the vision, themes and targets within the council plan. These
feed into annual team plans and individual officers’ Employee Performance Plans so that all
staff are aware, in a way appropriate to them, of how they can contribute to the achievement
of the council’s long term aims and the delivery of the community strategy and council plan.
The concept of the golden thread is used to monitor consistency through all levels of the
planning process.
1.2 ‘Working Together for a Better Future’ 2005-2015 Hillingdon’s community strategy was
published in June 2005. It was developed with the Council’s partners in the Local Strategic
Partnership to provide a vision for the future. The strategy was developed after listening
carefully to the views of local people, most notably at the Community Conference held in
June 2004. The strategy is a series of short, medium and long term targets and goals for
our community. These have been pulled together in seven themes, as follows:
• A borough of learning and culture
• A safe borough
• A clean and attractive borough
• A borough with improving health, housing and social care
• A prosperous borough
• A borough where opportunities are open to all
• A borough where children and young people are healthy, safe and
supported
By working together and coordinating action in these seven key themes, the Hillingdon
Partners hope to improve the quality of life for all those who live and work in the borough.
Eighteen of the nineteen joint community projects identified at the start of 2004/05 by
Hillingdon Partners have been successfully completed.
1.3 The Council Plan, published in June 2005, identifies seven core values:
• Achieving excellence
• Involving stakeholders
• Valuing staff
• Working in partnership
• Promoting sustainability
• Promoting diversity
• Working as one council
