Considerations of <strong>Fuel</strong> Cycle Choices<br />

introduCtion<br />

Intergenerational equity is a consideration in the context of our recommendations on longterm<br />

storage of spent fuel and in waste management. A series of studies were undertaken<br />

to better understand the issues. 1,2 An intergenerational equity framework is an alternative<br />

methodology to assess current and future <strong>nuclear</strong> fuel <strong>cycle</strong> options.<br />

<strong>The</strong> “achievement of intergenerational equity” is one of the cornerstones of <strong>nuclear</strong> waste<br />

management and one of the reasons for choosing geological repositories for the ultimate<br />

disposal of <strong>nuclear</strong> waste. Many nations are considering alternative fuel <strong>cycle</strong> possibilities<br />

in order to prolong uranium fuel supplies and manage <strong>nuclear</strong> waste. <strong>The</strong>se strategies bring<br />

with them benefits and burdens for present and future generations; the choice between<br />

existing fuel <strong>cycle</strong>s has already come to be seen as a matter of intergenerational equity. This<br />

study puts forward a way of assessing future fuel <strong>cycle</strong>s in accordance with the intergenerational<br />

equity criteria presented as a broadly defined set of moral values built around the<br />

principle of sustainability. We characterize these values as moral values (Figure D.1) since<br />

they contribute to the environment and humankind’s safety and security as well as an overall<br />

welfare of society in terms of sustainability.<br />
