SUSTAINABLE DEVELOPMENT BEYOND ADMINISTRATIVE BOUNDARIES Case study: Rhön biosphere reserve, Germany by Dr. Doris Pokorny Deputy Coordinator, Rhön Biosphere Reserve, Bavarian Administration Unit, Germany ❖ Abstract of presentation: Biosphere reserves are sites recognized under UNESCO's Man and the Biosphere Programme, which innovate and demonstrate approaches to conservation and sustainable development. The biosphere reserve concept has proved its value beyond protected areas and is increasingly embraced by scientists, planners, policy makers and local communities to bring a variety of knowledge, scientific investigations and experiences to link biodiversity conservation and socio-economic development for human well-being. Biosphere reserves are regarded as developing models for global, national and local sustainability. They serve as learning sites for policy professionals, decision-makers, research and scientific communities, management practitioners and stakeholder communities to work together to translate global principles of sustainable development into locally relevant praxis. (MAP 2008). The Rhön Biosphere Reserve in Germany is one of the presently 564 biosphere reserves in 109 countries and one of 15 biosphere reserves in Germany (as of 2010). The Rhön was designated a UNESCO biosphere reserve in 1991. It is a low mountain area, situated in the centre of Germany, 150 km east of Frankfurt. It covers an area of 1850 km² extending on parts of three Länder (provinces) Bayern, Hessen and Thüringen, the latter of which belonged to the former German Democratic Republic (GDR). Therefore, the border fortification of the so called "Iron Curtain" which divided Germany for more than 40 years, divided the Rhön as well. With the fall of the Iron Curtain in 1989 and the reunification of Germany in 1990, the Rhön, too has been reunited. In an ongoing process the Rhön region has been growing together: spatially, socially, politically, economically - and ecologically. The designation as a biosphere reserve by UNESCOin 1991 has promoted this process. The ministries for the Environment of the three Länder (provinces) Bayern, Hessen and Thuringen share their common responsibility for supporting the Rhön biosphere reserve as a model region for sustainable development.
