move this crucial concept forward, the HEPP initiative plans to target efforts on connecting
this mountain area near the eastern part of the DMZ where both DPKR & ROKhave
already created protected areas in recognition of the natural values of this region. The
proposal also aims to engage the DPRK at various levels in a two-track approach that will
dampen higher level fluctuations in the political climate whilst focusing on practical
technical interventions to harmonize the management of the HEPP.
4. Possible Approaches
• Strengthen the conservation efforts on the neighborhood areas of DMZ: Designate
national protected areas, capacity building program for PA managers for both Koreas,
etc
– Encourage to designate new national protected areas at the gap of main ecological
axes of Korean peninsular
– Encourage to expand current areas of two National Parks (Seoraksan NP in the
South, Geumgangsan NP in the North)
– Capacity building program (eg. survey method, management tool, etc.): to increase
the management quality of DMZ areas for both sides
• Increase the efforts on identifying the biodiversity and ecosystem status of Korean
peninsula
– supporting the survey on northern part of DMZ
– publishing the Biodiversity Databook for Korean peninsula
– establishing the Comprehensive Protected Area System Plan for Korean peninsula
– establishing the overall biodiversity strategy for Korean peninsula, etc
• Designate the Hanbando Eco-Peace Park(HEPP): Symbolic approach (including
short-term perspective as well as long-term perspective), consider to link with
designating the Biosphere Reserve, etc
