International Conference on Conservation and Peaceful Use of the Korea <strong>DMZ</strong><br />

to Chilsung Observatory or Peace Bell Park in Whacheon County; 96,210 visitors to Eulji<br />

Observatory, the Fourth Tunnel, or Duta Pond in Yanggu County; 1,321 visitors to Peace<br />

Life-Valley in Inje County; and 624,578 visitors to Unification Observatory or <strong>DMZ</strong><br />

Museum in Goseong County.<br />

As more tourist facilities and programs are added to the bordering areas, more visitors<br />

are expected. However, various issues are also needed to be addressed in order to improve<br />

both quantity and quality of the <strong>DMZ</strong> tours. Key issues are as follows:<br />

• Unclear identity: Movie JSA? Military-security tourism or eco-tourism? Future direction?<br />

• High uncertainty: Too much vulnerableto the South-North relationships<br />

• Low effectiveness: Visitors neither staying in the area nor spending their pennies<br />

• Conflict of interests: Stakeholders having difficulties in finding a common denominator<br />

4. Suggestions for Local Development<br />

The uniqueness of the <strong>DMZ</strong> areas requires a humane intervention to guarantee<br />

conservation of the precious resources in a sustainable manner. At the same time, local<br />

residents need our support and care. These tasks are not easy and a cooperative approachis<br />

necessary to pave the way forward and to secure local development. Some suggestions can<br />

be made as follows:<br />

• National <strong>DMZ</strong> Masterplanand Institutional Framework in place before implementing<br />

detailed projects by different ministries<br />

• <strong>DMZ</strong> projects congruent with diverse local needs and more open to local residents<br />

• Various supporting programs provided to local residents for their capacity building<br />

Furthermore, a more careful approach is required for <strong>DMZ</strong> tours to benefit local<br />

residents, rather than to work in a harm’s way. This approach can be coupled with<br />

following suggestions:<br />

• One administration agency or committee designated (or newly created) on provincial<br />

level in charge of overall <strong>DMZ</strong>-tour business, with enough maneuvering power<br />

• Major tourist facilities already in place or under construction redefined their relations<br />

with local residents<br />

• More emphasis given to educational experience of <strong>DMZ</strong> tours rather than simple<br />

sightseeing<br />

• Guidelines developed for service providers, participants, and local residents<br />

• General principles prepared by military divisions for accessing restricted areas<br />
