National Strategies for Conservation and<br />
Wise Use of the Korean <strong>DMZ</strong><br />

The Korean Demilitarized zone (<strong>DMZ</strong>), the scene of the last divided country which<br />
shows the natural restoration process from the devastation by the Korean War, has a unique<br />
sanctuary as well as the highly conserved nature heritage which has rich ecosystems, nature,<br />
and culture. However, it is worried that the sporadic development plans addressed by a<br />
variety of levels would deteriorate the <strong>DMZ</strong> ecosystems and the negative emotion among<br />
local people are getting expanded because local people recognizes the conservation related<br />
<strong>DMZ</strong> plans as part of governmentled regulations. Therefore, the Korean Ministry of<br />
Environment in cooperating with the other governments in the last Oct established a<br />
holistic<strong>DMZ</strong> national strategy on ecological conservation and wise which is managed by the<br />
zoning grade and it includes activating local economy, ecotourism connected ecology,<br />
security and cultural resources. The major actions are as follows,<br />
❖ Conservation<br />
Since armistice demarcation, the first ecological survey on the Middle Western <strong>DMZ</strong><br />
area was conducted from 2008 to 2009 and then another survey on the eastern <strong>DMZ</strong> area<br />
was followed right away. It formed a basis of expanding a survey on candidate sites for<br />
the designation of the protected area. Additionally, UNEP, UNESCO, andinternational<br />
organizations are preparing collaboratively the recommendation for cooperative environmental<br />
management between two Koreas.<br />
On the basis of these serial surveys, the well conserved wetland andecological landscape<br />
area shall be designated asthe national protected area. According to two Koreas’ relations,<br />
the reasonable strategy for ecological conservation and wise use shall be adopted at the<br />
first in the southern part of <strong>DMZ</strong> with the designation of national park and UNESCO<br />
MAB.<br />
The national environment assessment map classifying the development available area<br />
might be used for managing the <strong>DMZ</strong> related plans. According to its grade, the<br />
development extent might be decided such as cultivated land, residence land, and tourism<br />
land. The first and second grades, including inside <strong>DMZ</strong> and northern part from the<br />
civilization line of <strong>DMZ</strong>, might be conserved abstractly. The degraded area by illegal<br />
deforestation and cultivating, landslide might be restored at the first. Concerning to the<br />
migratory area, the preventive activities for the migratory birds such as shelter offering,<br />
