Use and Conservation of DMZ

❖ Government's Role is the Key
The most important factor of domestic cooperation in Korea is the role of government,
which is undoubtedly true until the peace agreement is signed. Currently, civilians are
mostly not allowed to enter the Civilian Control Line (which serves as a buffer area), not
to speak of DMZ. The governmental policies for managing DMZ and CCL are critical to
conservation. When it comes to the government's role, it's the most important to set up the
principles and criteria for conservation.
Without the basic principles and criteria for what and how to manage, each relevant
ministry announces it own plans with the nature of Populism to relieve the complaints of
the public. Recently, For example, DMZ Peace Bike-way was cancelled after there were
some controversies about 'safety problems on landmines' at the hearing of National
Assembly.
It's because that this project was facilitated without sufficient information on real status
of CCL. The ministry of environment delegated a research to an institute to promote a
pilot project on eco-tourism along the central and eastern warfront of DMZ in 2009. The
ministry of culture, sports, and tourism and Gwang-won provincial government invested 45
billion won to build the DMZ museum in Gosung, but it's not fully utilized as it was not
built based on integrated and comprehensive plans. Each ministry takes impromptu response
to demands without overall review on its' own role & responsibility to manage DMZ and
CCL. Futhermore, those plans are implemented without full consultation with gun (Korean
administrative unit equivalent to county) governments having the primary responsibility.
❖ Integrated Principles and Criteria for Conservation
Like Baekdudaegan, DMZ is a horizontal axis of ecosystem on the Korean peninsula.
However, the road and railway like Gyeong-uhi-sun and Dong-hae-sun (which symbolize
inter-Korean reconciliation) make the ecological axis fragmented. If we had built a tunnel
