to reduce work accidents and pr<strong>of</strong>ession-related risks and<br />

diseases.<br />

However, a lack <strong>of</strong> focus on public <strong>health</strong> <strong>in</strong> the work <strong>of</strong><br />

INRS led the M<strong>in</strong>istry <strong>of</strong> Health to create a special department<br />

for occupational <strong>health</strong> <strong>in</strong> InVS <strong>in</strong> 1999 (26). This<br />

decision <strong>in</strong>dicated a will<strong>in</strong>gness to <strong>in</strong>tegrate “<strong>health</strong> at the<br />

workplace” <strong>in</strong>to public <strong>health</strong> <strong>policy</strong> and symbolized a<br />

shift <strong>of</strong> approach from occupational <strong>health</strong> care to <strong>health</strong><br />

promotion at the workplace. This trend cont<strong>in</strong>ued dur<strong>in</strong>g<br />

the follow<strong>in</strong>g years and the report <strong>of</strong> the Commission on<br />

Prevention, published <strong>in</strong> 2006 (7), also clearly reflected this<br />

change by dedicat<strong>in</strong>g one <strong>of</strong> eight action priorities to <strong>health</strong><br />

promotion at work. Referr<strong>in</strong>g to the Bangkok Charter, the<br />

report argues for more attention to <strong>health</strong> promotion<br />

and primary prevention as well as occupational <strong>health</strong> and<br />

workplace safety.<br />

The report was made <strong>in</strong> the spirit <strong>of</strong> some public <strong>health</strong><br />

experts at INPES who reported <strong>in</strong> 2003 on needs for controll<strong>in</strong>g<br />

alcohol consumption and smok<strong>in</strong>g at places <strong>of</strong> work.<br />

Moreover, one <strong>of</strong> the key areas <strong>of</strong> action <strong>of</strong> the National<br />

Nutrition Health Programme is the improvement <strong>of</strong> <strong>health</strong>y<br />

nutrition at workplaces. Bus<strong>in</strong>esses were encouraged to<br />

participate <strong>in</strong> screen<strong>in</strong>g and awareness-rais<strong>in</strong>g measures,<br />

<strong>in</strong>clud<strong>in</strong>g with<strong>in</strong> the framework <strong>of</strong> the Cancer Plan. Based<br />

on the positive results <strong>of</strong> these efforts, the Commission on<br />

Prevention suggests implement<strong>in</strong>g more programmes at<br />

workplaces and it stresses the need for both <strong>in</strong>dividual and<br />

community-based approaches to prevention and recommends<br />

the follow<strong>in</strong>g actions:<br />

• develop<strong>in</strong>g an epidemiological database specifically for<br />

this sett<strong>in</strong>g;<br />

• build<strong>in</strong>g an <strong>in</strong>formation system on the ma<strong>in</strong> occupational<br />

risks as a contribution to regional <strong>health</strong> <strong>policy</strong>;<br />

• establish<strong>in</strong>g a network <strong>of</strong> <strong>health</strong> issues at the workplace;<br />

and<br />

• improv<strong>in</strong>g collaboration among enterprises on occupational<br />

<strong>health</strong> issues.<br />

2.10. Policies for specific population groups – older<br />

people<br />

Healthy age<strong>in</strong>g is a highly relevant issue <strong>in</strong> France and first<br />

received attention <strong>in</strong> the Laroque report <strong>of</strong> 1962. Over<br />

the follow<strong>in</strong>g decades, however, <strong>policy</strong> and debate on the<br />

challenges <strong>of</strong> an age<strong>in</strong>g society were l<strong>in</strong>ked exclusively to<br />

questions <strong>of</strong> reform<strong>in</strong>g the retirement system, the labour<br />

market, hous<strong>in</strong>g and the <strong>in</strong>creas<strong>in</strong>g <strong>health</strong> care costs. Public<br />

<strong>health</strong> aspects were marg<strong>in</strong>alized and age<strong>in</strong>g brought under<br />

the aegis <strong>of</strong> the M<strong>in</strong>istry <strong>of</strong> Labour and Solidarity.<br />

This trend changed <strong>in</strong> 2003 follow<strong>in</strong>g the record-break<strong>in</strong>g<br />

heatwave that caused over 14 800 deaths dur<strong>in</strong>g August<br />

<strong>of</strong> that year and affect<strong>in</strong>g ma<strong>in</strong>ly old people (27). As a<br />

result, the Prime M<strong>in</strong>ister at the time, Jean-Pièrre Raffar<strong>in</strong>,<br />

launched a four-year National Programme on Age<strong>in</strong>g and<br />

Solidarity to improve the liv<strong>in</strong>g conditions and care <strong>of</strong> the<br />

elderly. Genu<strong>in</strong>e efforts were made to create greater <strong>in</strong>dependence<br />

for elderly people <strong>in</strong> society. Between 2003 and<br />

2007, 25 000 new places were created <strong>in</strong> homes for elderly<br />

people. The Programme aimed ma<strong>in</strong>ly at reduc<strong>in</strong>g the dependence<br />

<strong>of</strong> elderly people; public <strong>health</strong> aspects appeared<br />

as a horizontal perspective but were not the ma<strong>in</strong> focus.<br />

In 2006, a follow-up to the programme was prepared by<br />

the M<strong>in</strong>istry <strong>of</strong> Social Security, Elderly and Disabled People<br />

entitled “Solidarity for the Elderly”, sett<strong>in</strong>g 17 objectives <strong>in</strong><br />

5 group<strong>in</strong>gs. The overall objectives <strong>of</strong> the new programme<br />

were to improve the socioeconomic models <strong>of</strong> age<strong>in</strong>g and<br />

to enable a <strong>health</strong>ier life. This five-year programme has a<br />

budget <strong>of</strong> €2.3 billion, which is foreseen to be spent on creat<strong>in</strong>g<br />

more long-term care facilities and improv<strong>in</strong>g care for<br />

elderly people who wish to stay at home. The programme<br />

aims to develop a modern f<strong>in</strong>anc<strong>in</strong>g system based on the<br />

value <strong>of</strong> solidarity and to re<strong>in</strong>force geriatrics research.<br />
