companies. Nevertheless, large hoard<strong>in</strong>gs advertis<strong>in</strong>g tobacco<br />

products still feature prom<strong>in</strong>ently on Greek roads.<br />

A number <strong>of</strong> NGOs, <strong>in</strong>clud<strong>in</strong>g the Hellenic Cancer Society<br />

and the Hellenic Anti-smok<strong>in</strong>g Society, provide <strong>in</strong>formation<br />

on the risks <strong>of</strong> smok<strong>in</strong>g and support for smok<strong>in</strong>g cessation.<br />

Television spots provided by the EU have recently become<br />

much more <strong>in</strong>tensive.<br />

A move towards stronger tobacco control was apparent<br />

early <strong>in</strong> 2006, when at a public discussion organized by the<br />

Hellenic Anti-Smok<strong>in</strong>g Society for the WHO anti-tobacco<br />

day, the M<strong>in</strong>ister for Health and Social Solidarity, Dimitris<br />

Avramopoulos, stressed the severity <strong>of</strong> the problem <strong>in</strong><br />

Greece and stated his <strong>in</strong>tention <strong>of</strong> develop<strong>in</strong>g a comprehensive<br />

anti-smok<strong>in</strong>g <strong>policy</strong>. At a similar event on 31 May<br />

2007, the M<strong>in</strong>ister announced that a draft law developed <strong>in</strong><br />

collaboration with related m<strong>in</strong>istries was be<strong>in</strong>g formulated,<br />

aimed ma<strong>in</strong>ly at dissuad<strong>in</strong>g young people from smok<strong>in</strong>g.<br />

Accord<strong>in</strong>g to the press release, the ma<strong>in</strong> provisions <strong>of</strong> the<br />

draft law will <strong>in</strong>clude the follow<strong>in</strong>g provisions.<br />

• The direct and <strong>in</strong>direct advertis<strong>in</strong>g <strong>of</strong> tobacco products,<br />

<strong>in</strong>clud<strong>in</strong>g the sale <strong>of</strong> toys <strong>in</strong> the form <strong>of</strong> tobacco products,<br />

will be banned.<br />

• Packages conta<strong>in</strong><strong>in</strong>g fewer than 20 cigarettes will be<br />

banned.<br />

• Tobacco products must <strong>in</strong>clude a label stat<strong>in</strong>g that they<br />

are not to be sold to people less than 18 years <strong>of</strong> age.<br />

• A special Tobacco Control Agency (EFEK) is to be<br />

established with responsibility for related research,<br />

monitor<strong>in</strong>g <strong>of</strong> the implementation <strong>of</strong> the law and the<br />

<strong>development</strong> <strong>of</strong> antismok<strong>in</strong>g policies and action strategies;<br />

• Those sell<strong>in</strong>g tobacco must be licensed and part <strong>of</strong> the<br />

cost <strong>of</strong> the licence will go to EFEK to be used for antismok<strong>in</strong>g<br />

measures.<br />

• The Health and Welfare Inspectors <strong>of</strong> the MHSS will be<br />

responsible for check<strong>in</strong>g on implementation <strong>of</strong> the law,<br />

as will specially formed groups plus the newly established<br />

social volunteers, who will check on places <strong>of</strong><br />

enterta<strong>in</strong>ment, <strong>of</strong>fices etc. to see that they implement<br />

the law.<br />

• Internet cafes and other places where young people<br />

meet will be smoke-free.<br />

2.6.2. Nutrition <strong>policy</strong><br />

In the early part <strong>of</strong> the twentieth century, a chair <strong>of</strong><br />

nutrition was established <strong>in</strong> the newly founded School <strong>of</strong><br />

Hygiene, and by 1938 a report on the problems <strong>of</strong> nutrition<br />

<strong>in</strong> Greece had already been prepared (26). With<strong>in</strong> a few<br />

years, however, the nutrition chair rema<strong>in</strong>ed empty and the<br />

Second World War brought a tragic situation whereby, particularly<br />

<strong>in</strong> Athens, people were dy<strong>in</strong>g <strong>of</strong> hunger. Follow<strong>in</strong>g<br />

the War, the M<strong>in</strong>istry <strong>of</strong> Agriculture concentrated on deal<strong>in</strong>g<br />

with nutrient deficiency, deploy<strong>in</strong>g home economists <strong>in</strong><br />

rural areas to help improve eat<strong>in</strong>g habits. This concentration<br />

on ensur<strong>in</strong>g enough food cont<strong>in</strong>ued for many years.<br />

In the early 1960s, WHO embarked on a study that was to<br />

last for 30 years, <strong>in</strong>vestigat<strong>in</strong>g the dietary habits <strong>of</strong> people<br />

aged 40–59 years <strong>in</strong> 7 countries, <strong>in</strong>clud<strong>in</strong>g Greece. The results<br />

showed that people liv<strong>in</strong>g <strong>in</strong> Mediterranean countries,<br />

and especially Greece, had the lowest mortality rates from<br />

cancer and coronary heart disease and had the longest life<br />

expectancy. The causes were thought to <strong>in</strong>clude work<strong>in</strong>g<br />

outdoors and physical activity comb<strong>in</strong>ed with a sparse and<br />

simple diet where<strong>of</strong> most <strong>of</strong> the fat came from olive oil and<br />

fish (what became known globally as the “Mediterranean<br />

diet”).<br />

By 1980, however, the (renamed) School <strong>of</strong> Public Health<br />

had been exam<strong>in</strong><strong>in</strong>g changes <strong>in</strong> eat<strong>in</strong>g habits and disease<br />

patterns <strong>in</strong> Greece, on the basis <strong>of</strong> which Pr<strong>of</strong>essor<br />

Polychronopoulou-Trichopoulou wrote to the M<strong>in</strong>istry <strong>of</strong><br />

Agriculture and the M<strong>in</strong>istry <strong>of</strong> Social Services suggest<strong>in</strong>g<br />

the need for a nutrition <strong>policy</strong>. Despite <strong>in</strong>termittent <strong>in</strong>terest<br />

from the public sector and the establishment <strong>of</strong> the Greek<br />
