Instructions and Notices that will describe the differences in the two loan<br />

forms, the repayment options and deferral processes in greater detail. Please<br />

read it carefully.<br />

NON-NEED BASED PROGRAMS<br />

Federal PLUS Loan<br />

The PLUS loan is a loan to the parent(s) of a student; it is not the student’s<br />

loan as are the two Stafford Loans mentioned above. Parents who do not have<br />

a bad credit history can borrow a PLUS Loan to pay the education expenses of<br />

a child who is a dependent student enrolled at least half time in an eligible<br />

program at <strong>Delaware</strong> <strong>County</strong> <strong>Community</strong> <strong>College</strong>. Parents will fill out an application,<br />

which is available in the Financial Aid Office 610-359-5330. To be eligible to<br />

receive a PLUS Loan, parents generally will be required to pass a credit check.<br />

Parents cannot be turned down for having no credit history-only for having an<br />

adverse one. Parents who don’t pass the credit check might still be able to<br />

receive a loan if someone, such as a relative or friend who is able to pass the<br />

credit check, agrees to endorse the loan. An endorser promises to repay the<br />

loan if your parents fail to do so. Parents might also qualify for a loan even if<br />

they don’t pass the credit check as long as they can demonstrate that extenuating<br />

circumstances exist. Students and parents must also meet other general<br />

eligibility requirements for federal student financial aid. The yearly limit on a<br />

PLUS Loan is equal to a student’s cost of attendance minus any other financial<br />

aid. The <strong>College</strong> will receive the money in at least two installments. No one<br />

payment may exceed half of the loan amount. Parents will be required to<br />

endorse a disbursement check and send it back to the <strong>College</strong>. The college will<br />

then apply the money to your tuition, fees and other charges. If any loan<br />

money remains, parents will receive the amount as a check. The interest rate is<br />

variable (adjusted annually), but it will never exceed 9%. Parents will be<br />

notified of interest rate changes throughout the life of their loan. Interest is<br />

charged on the loan from the date the first disbursement is made until the loan<br />

is paid off. Your bank will tell you a loan repayment schedule before the loan<br />

process is completed. There is no grace period for these loans. Interest begins<br />

to accumulate at the time the first disbursement is made, and parents will<br />

begin repaying both principal and interest while their student is in school.<br />

Other Financial Aid Programs<br />

Veterans Benefits<br />

<strong>Delaware</strong> <strong>County</strong> <strong>Community</strong> <strong>College</strong> is approved for veteran’s benefits.<br />

Veterans, dependents of veterans who died of service-related injuries and<br />

children of veterans with disabilities that are total, permanent and service<br />

related may all be eligible to receive benefits. Students may inquire about their<br />

eligibility by calling the Veterans Administration at 888-442-4551 or by going<br />

to the Internet site http://www.gibill.va.gov/<br />

Pennsylvania Army National Guard<br />

If you join the Pennsylvania Army National Guard, they will pay all tuition<br />

and fees at <strong>Delaware</strong> <strong>County</strong> <strong>Community</strong> <strong>College</strong>. For more information go to<br />

Office of Vocational Rehabilitation<br />

This agency provides educational assistance to qualified disabled residents of<br />

Pennsylvania. For information call 610-525-1810, (610-525-5835 TTY), or<br />

AmeriCorps<br />

AmeriCorps members train volunteers, tutor and mentor at-risk youth, build<br />

housing, clean up rivers and streams, help seniors live independently, provide<br />

emergency and long-term assistance to victims of natural disasters, and meet<br />

other community needs. After you successfully complete a year of AmeriCorps<br />

service, you will be eligible for an education award of $4,725. (If you serve<br />

part-time, you’ll be eligible for a portion of that amount). If you already have<br />

student loans, you can use your education award to help pay them off. For<br />
