Tax Credits for Higher Education Expenses<br />
Hope Scholarship<br />
A Hope Scholarship Credit is not a scholarship. It is a credit against federal<br />
taxes, which may be claimed for the tuition and related expenses of each<br />
student in the taxpayer’s family (i.e., taxpayer, taxpayer’s spouse, or an<br />
eligible dependent). These students must be enrolled at least half-time in one<br />
of the first two years of post-secondary education, in a program leading to a<br />
degree, certificate, or other recognized educational credential. The amount that<br />
may be claimed is generally equal to 100% of the first $1000 of out-of-pocket<br />
expenses plus 50% of the next $1000 of out-of-pocket expenses, up to a<br />
maximum of $1500 per year per student.<br />
Lifetime Learning Credit<br />
The Lifetime Learning Credit is another tax credit for higher education. The<br />
amount of the credit is equal to 20% of the first $10,000 of qualified tuition<br />
and related expenses paid by the taxpayer. This tax credit is being phased in<br />
gradually. For tax years beginning before January 1, 2003, the tax credit is<br />
limited to the first $5,000 of qualified tuition and related expenses. Thus the<br />
credit is up to $1,000 through the year 2002 and $2,000 thereafter. The<br />
Lifetime Learning credit does not vary according to the number of students.<br />
This is in contrast with the HOPE tax credit, which is based on the number<br />
of eligible students in the household. This means that if you have multiple<br />
children in school at the same time and your tuition bills total more than<br />
$10,000, you only get the credit for the first $10,000 paid. You don’t get<br />
another credit for each additional child. The credit is relative to the total<br />
amount of tuition paid, irrespective of the number of children in school.<br />
Qualified tuition and related expenses includes expenses for any course of<br />
instruction at an eligible educational institution to acquire or improve job<br />
skills. This means that the credit may be used for part-time study, not just<br />
students enrolled half-time. Unlike the HOPE tax credit, the Lifetime Learning<br />
tax credit may be claimed for an unlimited number of years.<br />

Flexible Payment Options<br />
<strong>Delaware</strong> <strong>County</strong> <strong>Community</strong> <strong>College</strong> accepts VISA, MasterCard, Discover,<br />
cash, money orders and personal checks for payment of tuition and fees.<br />
Tuition Payment Plan<br />
The <strong>College</strong> offers a tuition payment plan for students enrolled in credit<br />
courses, regardless of the number of credits. The date the student registers for<br />
classes determine how many payments can be arranged. A maximum of four<br />
equal monthly payments is possible. A non-refundable $30 enrollment fee will<br />
be charged to payment plan participants. For specific due dates for a particular<br />
semester contact the Cashier’s Office at 610-359-5118.<br />
International students and students enrolled in non-credit courses are not<br />
eligible for the tuition payment plan.<br />
