There are also a number <strong>of</strong> factors outside <strong>of</strong> <strong>Metrobus</strong>’ control that could be causing the ridership<br />

decline. The economy in <strong>St</strong>. John’s is booming and the population is growing, however, most <strong>of</strong><br />

this growth is occurring in the municipalities outside <strong>of</strong> <strong>St</strong>. John’s which are not serviced by<br />

<strong>Metrobus</strong>. External forces can have a significant influence on ridership and this was explored as<br />

part <strong>of</strong> this study.<br />

While understanding the reason for ridership decline was a key objective <strong>of</strong> this study, the study also<br />

looked at the integrity <strong>of</strong> the revenue collection system, the characteristics <strong>of</strong> current transit users<br />

through an onboard passenger survey and market opportunities that can be capitalized on to<br />

increase transit ridership.<br />

To address these study objectives, the report is presented in the following sections:<br />

Background on Existing <strong>Metrobus</strong> Service <strong>St</strong>ructure.<br />

Review <strong>of</strong> the ridership reporting system to ensure its accuracy;<br />

Identifying and assessing reasons for the decline (if valid) in reported ridership.<br />

Part C: Market Opportunities<br />

Assessment <strong>of</strong> key market trends and any other opportunities that could lead to ridership<br />

growth and feed into a 5-year strategic plan update for <strong>Metrobus</strong>.<br />

Part D: Recommendations and <strong>St</strong>rategic Directions<br />

Recommended improvements to service operations as a result <strong>of</strong> consultant<br />

observations (input into the <strong>St</strong>rategic Plan Update).<br />

Part E: Summary <strong>of</strong> Recommendations and Next <strong>St</strong>eps<br />

Summary <strong>of</strong> priorities and next steps moving forward.<br />
