8.8 Cost Effectiveness<br />

Cost effectiveness is measured by the total direct operating expense divided by regular service<br />

passenger trips (the cost to operate the service per passenger) or by direct operating expenses<br />

divided by revenue service hours.<br />

Figure 18 illustrates the cost effectiveness <strong>of</strong> <strong>Metrobus</strong> relative to its peer group. The <strong>Metrobus</strong><br />

cost <strong>of</strong> $4.11 per passenger is above the average <strong>of</strong> $3.66. The highest in the peer group is Wood<br />

Buffalo at $11.01.<br />

Figure 19 illustrates direct operating costs per revenue service hours (which takes into account the<br />

efficiency <strong>of</strong> existing operations). <strong>Metrobus</strong> is also above the peer group average in this category,<br />

partly due to higher fuel prices and taxes in Newfoundland and Labrador.<br />
