In many countries, farmer-managed irrigation systems account for a<br />

significant portion <strong>of</strong> <strong>the</strong> irrigated area and food produced. A growing<br />

recognition <strong>of</strong> <strong>the</strong>ir importance has led irrigation agencies to assist<br />

<strong>the</strong>se systems by increasing water supplies and improving reliability.<br />

Results have been mixed. To identify and define research issues and<br />

appropriate methodologies related to public intervention in <strong>the</strong>se<br />

systems, IlMl and <strong>the</strong> Water and Energy Commission Secretariat <strong>of</strong><br />

Nepal held an international conference in Kathmandu. The conference<br />

papers present recent and ongoing research, as well as agencies’<br />

area <strong>of</strong> irrigation management, financing irrigation, this book provides<br />

valuable guidelines for students and organizations and all<br />

o<strong>the</strong>rs who are interested in helping to increase food production by<br />

channeling finance in <strong>the</strong> right direction, and reducing <strong>the</strong> costs <strong>of</strong><br />

investment. The authors have analyzed <strong>the</strong> relationships between investment<br />

costs, level <strong>of</strong> irrigation fees, cropping intensity, type <strong>of</strong><br />

crop, and secondary income. The studies conclude that <strong>the</strong> quality<br />
