This book documents the proceedings of the Regional Seminar on
Irrigation Service Fees held in Manila, the Philippines21 -25 July 1986.
The seminar discussions reported here were based on an IlMl study
of experiences with irrigation service fees in 13 Developing Member
Countries of the ADB.

In many countries, farmer-managed irrigation systems account for a
significant portion of the irrigated area and food produced. A growing
recognition of their importance has led irrigation agencies to assist
these systems by increasing water supplies and improving reliability.
Results have been mixed. To identify and define research issues and
appropriate methodologies related to public intervention in these
systems, IlMl and the Water and Energy Commission Secretariat of
Nepal held an international conference in Kathmandu. The conference
papers present recent and ongoing research, as well as agencies’
experiences, on farmer-managed systems.

area of irrigation management, financing irrigation, this book provides
valuable guidelines for students and organizations and all

channeling finance in the right direction, and reducing the costs of
investment. The authors have analyzed the relationships between investment
costs, level of irrigation fees, cropping intensity, type of
crop, and secondary income. The studies conclude that the quality
