Country paper 1 presents a descriptive study on decision making in
irrigation management as found in one agency in Sri Lanka. The
authors have examined in detail the goals, alternatives, the formal and
informal dimensions of them managerial process within the agency,
and the outcome of this process. Though the study focuses on Sri
Lanka, its findings are widely applicable. The results presented here
are of value to professional irrigation managers in particular, and,
more generally, to the broader professional and academic community
working on irrigation management problems.

An analysis of irrigation operational problems and their institutional
causes on a new irrigation system in Sri Lanka, during a disastrous
drought, is presented through this study. The authors offer a number
of suggestions for improving the management of the system. Opportunity
to avoid problems found on older irrigation systems by paying
greater attention to developing effective institutions is greater at the
stage when a system is new. This study is a contribution toward
achieving this objective.
