This case study describes <strong>the</strong> problems that existed in a Sri Lankan<br />

irrigation scheme prior to its rehabilitation in 1979, and <strong>the</strong> associated<br />

irrigation management innovations introduced by <strong>the</strong> author who<br />

was assigned to <strong>the</strong> scheme. These included providing a simplified<br />

form <strong>of</strong> technical guidance to farmers and using organized farmer<br />

participation in <strong>the</strong> operation and maintenance <strong>of</strong> <strong>the</strong> system through<br />

a Water Issue Board. By gaining <strong>the</strong> confidence <strong>of</strong> <strong>the</strong> farmers and <strong>the</strong><br />

various line agencies working in <strong>the</strong> area, <strong>the</strong> author was able to<br />

introduce a systematic rotational distribution <strong>of</strong> water, advance <strong>the</strong><br />

cultivation calendar, and increase cropping intensity.<br />

This case study reports <strong>the</strong> author's experience with <strong>the</strong> institutional<br />

and irrigation infrastructure <strong>of</strong> System H <strong>of</strong> <strong>the</strong> Mahaweli Multipurpose<br />

Development Project in Sri Lanka. A coordinated approach for<br />

achieving close cooperation between agency <strong>of</strong>ficials and farmers at<br />

<strong>the</strong> field channel and distributary channel levels, combined with a<br />

flexible delivery schedule, has resulted in an improved field water use<br />

efficiency within <strong>the</strong> subsystem H5. An equitable allocation <strong>of</strong> water<br />

to each field channel command area and an effective utilization <strong>of</strong><br />

rainfall has also been achieved.<br />
