Other facilities<br />

Other airside facility works would include:<br />

• Navigational aids and lighting;<br />

• Upgrade of re-fuelling facilities; and<br />

• Detailed design fees.<br />

The introduction of RPT flights from Melbourne and Sydney would likely see a<br />

requirement for refuelling facilities. Consequently, the capital cost of establishing a fuel<br />

storage and dispensing facility have been included in the costing estimates.<br />

6.3 Costing methodology for the options considered<br />

Tonkin Consulting has prepared a report on the engineering investigations that have<br />

been undertaken into the infrastructure requirements and associated estimated capital<br />

costs to upgrade <strong>Kangaroo</strong> <strong>Island</strong> <strong>Airport</strong> based on their understanding of the current<br />

facilities and the condition of those facilities.<br />

The methodology adopted for future development options included:<br />

• undertaking preliminary geometric design work and indicative pavement design for<br />

the required airside extensions;<br />

• determining terminal building spatial requirements at the element level; and<br />

• deriving estimates of capital costs that would deliver the outcomes required for<br />

each option.<br />

A site investigation was undertaken by Tonkin Consulting on 8 th October, 2012 to<br />

assess the underlying structures and civil engineering qualities which would form the<br />

basis of what additional costs were necessary to achieve the required outcomes.<br />

Details of the site and engineering investigation and associated capital costs to an<br />

upgrade are attached in Appendix B.<br />
