2005<br />

COMPREHENSIVE <strong>PLAN</strong>:<br />

The <strong>City</strong> <strong>of</strong> <strong>Urbana</strong> enacts the 2005<br />

Comprehensive Plan, updating its <strong>of</strong>ficial<br />

land use and development policies for<br />

the city and extra- territorial planning<br />

jurisdiction. A key plan concept is<br />

compact and contiguous growth and<br />

development. In 2006, the plan won a<br />

Gold Award from the American Planning<br />

Association<br />

Illinois Chapter.<br />

MAYOR AND CITY COUNCIL<br />

SUSTAINABILITY GOALS:<br />

The <strong>City</strong> Council specified<br />

sustainability- related measures among<br />

its common goals. Goals included energy<br />

conservation.<br />

2007<br />

URBANA COMMITS TO THE<br />

U.S. MAYORS <strong>CLIMATE</strong><br />

PROTECTION PLEDGE<br />

Mayor Prussing signed the U.S. Mayors<br />

Climate Protection Agreement,<br />

pledging the city to strive to meet or<br />

beat Kyoto Protocol targets for reducing<br />

greenhouse gas emissions in our<br />

community.<br />

The Kyoto Protocol calls for U.S.<br />

emissions to fall 7% below 1990 levels<br />

by 2012.<br />

2008<br />

URBANA SUSTAINABILITY<br />

ADVISORY COMMISSION<br />

The Mayor and <strong>City</strong> Council created a<br />

Sustainability Advisory Commission<br />

(SAC). The Commission, composed<br />

<strong>of</strong> seven appointed community<br />

members, was initially tasked with<br />

identifying and recommending to<br />

the Mayor and <strong>City</strong> Council goals to<br />

achieve sustainable management <strong>of</strong><br />

natural resources, water and energy<br />

in particular. The Commission’s chief<br />

objective has been the development<br />

<strong>of</strong> a Climate Action Plan to meet the<br />

energy-related dimension <strong>of</strong> this<br />

mandate.<br />

SUSTAINABLE DEVELOPMENT<br />

The <strong>City</strong> helped fund redevelopment <strong>of</strong><br />

Lakeside Terrace Housing Project as<br />

Crystal Lake Townhomes, an affordable<br />

housing project with substantial energy<br />

saving features such as enhanced<br />

insulation, geothermal heating and cool,<br />

photo-voltaic panels on the community<br />

center, LED street lights, and bio-swale<br />

stormwater management.<br />

URBANA ADOPTS BICYCLE<br />

MASTER <strong>PLAN</strong><br />

The <strong>City</strong> <strong>of</strong> <strong>Urbana</strong> developed a Bicycle<br />

Master Plan with three goals: 1) To<br />

increase bicycle mode share in <strong>Urbana</strong><br />

for all trip purposes by 50% in the next<br />

five years; 2) To achieve a Bicycle<br />

Friendly Community award through the<br />

League <strong>of</strong> American Bicyclists; and<br />

3) To substantially expand the bicycle<br />

network.<br />

URBANA SUPPORTS ZIP CAR<br />

SHARING PROGRAM<br />

<strong>City</strong> <strong>of</strong> <strong>Urbana</strong> provided a financial<br />

guarantee to enable establishment<br />

<strong>of</strong> the ZIP Car Sharing program in<br />

<strong>Urbana</strong>-Champaign.<br />

2009<br />

URBANA ADOPTS ENERGY<br />

EFFICIENT OUTDOOR LIGHTING<br />

STANDARDS<br />

<strong>City</strong>-wide outdoor lighting standards<br />

were enacted through a Zoning Ordinance<br />

amendment.<br />

URBANA RECEIVES FEDERAL<br />

ENERGY EFFICIENCY GRANT<br />

The <strong>City</strong> applied for and received a<br />

Federal Energy Efficiency Community<br />

Block Grant, which was used for:<br />

municipal building lighting retr<strong>of</strong>its; a<br />

white reflective ro<strong>of</strong> over a portion <strong>of</strong> the<br />

<strong>City</strong> Building; a partnership with Ameren’s<br />

Act On Energy program to pay for home<br />

energy audits, shell improvements<br />

(insulation and air sealing); and<br />

installation <strong>of</strong> compact fluorescent bulbs,<br />

sink aerators, low-flow shower heads,<br />

and pipe insulation.<br />

SUSTAINABLE TRANSPORTATION<br />

The <strong>City</strong> endorsed the Champaign-<strong>Urbana</strong><br />

Urbanized Area Transportation Study<br />

(CUUATS) Long Range Transportation<br />

Plan 2035 which includes a significant<br />

focus on reducing automotive trips.<br />

KEY CITY STAFF GREEN<br />

BUILDING QUALIFIED<br />

The <strong>City</strong> became a member <strong>of</strong> the U.S.<br />

Green Building Council and key personnel<br />

reviewing site and building plans became<br />

LEED-accredited (Leadership in Energy<br />

and Environmental Design).<br />
