OVERVIEW<br />
B. UNIVERSITY OF ILLINOIS EMISSIONS<br />
University buildings have unique and large energy requirements, and University-owned housing has some <strong>of</strong> the highest<br />
residential densities in <strong>Urbana</strong>. Furthermore, University students use several facilities and services <strong>of</strong>fered by the <strong>City</strong>.<br />
Recognizing the complex overlaps between the <strong>City</strong>’s and the University’s energy consumption sectors, the <strong>City</strong> <strong>of</strong><br />
<strong>Urbana</strong> seeks to closely coordinate climate action initiatives with the Office <strong>of</strong> Sustainability at the University <strong>of</strong> Illinois.<br />
i. Electricity and natural gas consumption data <strong>of</strong> University <strong>of</strong> Illinois buildings in <strong>Urbana</strong> are not included in<br />
the <strong>City</strong> <strong>of</strong> <strong>Urbana</strong> Phase I baseline inventory, as the emissions resulting from the sources <strong>of</strong> this energy and<br />
University activities in these buildings are accounted for in the University’s Climate Action Plan (iCAP). See page<br />
31 for a detailed breakdown <strong>of</strong> University emissions and a description <strong>of</strong> the actions the University is taking to<br />
mitigate emissions related to University energy use.<br />
ii.<br />
Emissions related to the University transportation and the solid waste sectors are included in the <strong>Urbana</strong> Climate<br />
Action Plan baseline inventory, as services <strong>of</strong>fered by the <strong>City</strong> and other non-university jurisdictions, such<br />
as improved sustainable transportation infrastructure and higher recycling rates can positively impact emissions<br />
related to these sectors.<br />
C. SOURCES OF DATA<br />
An inventory <strong>of</strong> greenhouse gas emissions requires the collection <strong>of</strong> energy consumption data from a variety <strong>of</strong> sectors<br />
and sources as described below.<br />
Building Energy:<br />
• Community-wide electricity and natural gas consumption data was sourced from Ameren Illinois Utilities.<br />
• Data from Ameren is based on account type. Depending on the number <strong>of</strong> units in a building and whether<br />
they are separately metered, a residential rental property may have a residential or commercial account. Data<br />
for the commercial sector therefore include both residential and commercial properties. Similarly, emissions<br />
data for residential rentals may fall into either the commercial or residential categories used in this plan.<br />
• University <strong>of</strong> Illinois building energy consumption is not included in the <strong>City</strong> <strong>of</strong> <strong>Urbana</strong> Climate Action Plan as the<br />
emissions from the sources <strong>of</strong> this energy are accounted for in the University’s Climate Action Plan.<br />
Transportation:<br />
• The Champaign <strong>Urbana</strong> Urbanized Area Transportation Study (CUUATS) served as the source <strong>of</strong> transportation<br />
data.<br />
• Emissions related to transportation on the UIUC campus are included in this emissions inventory.<br />
Solid Waste:<br />
• Solid waste data was developed based on population estimates, recycling data gathered by <strong>City</strong> <strong>of</strong>ficials, and<br />
information on waste generation rates from the Illinois Department <strong>of</strong> Commerce and Economic Opportunity’s<br />
2009 publication “Illinois Commodity / Waste Generation and Characterization Study.”<br />
• Emissions related to waste generated on the UIUC campus are included in this emissions inventory.<br />
