GOAL 3:<br />

FORMULATE STRATEGIES TO REDUCE EMISSIONS FROM RENTAL AND<br />

INDUSTRIAL SECTORS<br />

Action 1: Form a task force to study special considerations for rental properties.<br />

Rental units make up about two thirds <strong>of</strong> <strong>Urbana</strong>’s housing units as well as a<br />

significant amount <strong>of</strong> commercial space. Improvements in residential rental units<br />

could contribute significantly to the Climate Action Plan goals.<br />

Attaining greenhouse gas reductions in rental units is complicated by the fact that<br />

utility bills are <strong>of</strong>ten the responsibility <strong>of</strong> the tenant, and there is little economic<br />

incentive to expend capital on energy efficiency for landlords or owners. Rental<br />

units are typically ineligible for incentive funds. This conflict has implications for<br />

housing affordability and quality <strong>of</strong> life.<br />

Rental properties are not defined as a category or sector in the greenhouse gas<br />

emissions inventory. Even so, there are special considerations related to greenhouse<br />

gas emissions strategies for rental properties, regardless <strong>of</strong> whether they<br />

fall into the residential or commercial sector.<br />

IMPLEMENTATION STRATEGIES<br />

Information and Outreach:<br />

1. Form a task force to study the special considerations <strong>of</strong> <strong>Urbana</strong>’s rental<br />

residential and commercial properties.<br />

2. Explore programs that can assist renters in making informed housing choices<br />

based on knowledge <strong>of</strong> rent, utilities and transportation costs <strong>of</strong> residential<br />

properties while allowing landlords to compete on true costs.<br />

Action 2: Form a task force to study special considerations for the industrial<br />

sector.<br />

Electric usage by the industrial sector is the fourth largest source <strong>of</strong> greenhouse<br />

gas emissions in <strong>Urbana</strong>, accounting for 16% <strong>of</strong> emissions. Because industrial processes<br />

vary, it is difficult to make a blanket recommendation for emissions reduction<br />

in this sector. In addition, there are implications for economic development<br />

that are tied to growth <strong>of</strong> the city’s industrial sector.<br />

1. Form a task force <strong>of</strong> business owners, planning staff, SAC representatives, and<br />

energy efficiency subject matter experts to develop greenhouse gas reduction<br />

strategies for the industrial sector.<br />
