RE: VMT and Employment Projections<br />
The following information is a response to your request for information that can be used in the <strong>Urbana</strong> Climate<br />
Action Plan. I have provided additional contextual information to help you determine the use and usefulness <strong>of</strong><br />
the numbers generated by the Champaign <strong>Urbana</strong> Urbanized Area Transportation Study (CUUATS).<br />
CUUATS completed population and employment projections for the Champaign <strong>Urbana</strong> Urbanized Area as<br />
part <strong>of</strong> the Long Range Transportation Plan (LRTP) 2035 adopted in 2009. Projections and travel demand<br />
model information is based on Traffic Analysis Zones (TAZs). There are 168 TAZs in the Champaign <strong>Urbana</strong><br />
Urbanized Area. Of these, 65 contain a portion <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Urbana</strong> or are adjacent to the <strong>City</strong>. A map is<br />
attached showing the <strong>Urbana</strong> TAZs.<br />
The current projections were completed in 2008 as a part <strong>of</strong> the LRTP 2035. At that time, population and<br />
employment projections were completed for each TAZ. During the update process, city staff was interviewed<br />
regarding potential development areas. Population projections for the identified TAZ area are as follows:<br />
2005 – 45,829<br />
2015 – 54,793<br />
2025 – 60,288<br />
2035 – 62,616<br />
Please note that the population in 2005 is larger than the city population because the TAZ area encompasses a<br />
larger geographic area than the corporate limits. The 2010 Census population for this geographic area is<br />
49,760.<br />
CUUATS Employment Projections are divided into four categories, Industrial, Education and Government,<br />
Service, and Retail. For this summary, Service and Retail are combined to achieve the Commercial<br />
employment category. Education and Government sector is not included in this analysis. When the projections<br />
were developed, no distinction could be made between changes in employment that might occur during the<br />
2025 – 2035 time range for <strong>Urbana</strong>. The result was a decision to carryover the population and employment<br />
statistics from 2025 to 2035. With Olympian Drive and other projects moving forward at this time, there is<br />
potentially new information that could be added to the current projections. CUUATS expects to complete<br />
projections again in the near future incorporating Census 2010 data and potential development that can be<br />
estimated at that time.<br />
