There are barely any women with economic portfolios <strong>in</strong> Lat<strong>in</strong> <strong>America</strong>n government cab<strong>in</strong>ets,<br />
very few with responsibility for political affairs <strong>and</strong> slightly more with social portfolios. In <strong>the</strong> most<br />
recent period, 38% of m<strong>in</strong>isterial posts occupied by women were <strong>in</strong> social m<strong>in</strong>istries, which was a 17-<br />
percentage-po<strong>in</strong>t rise with regard to <strong>the</strong> first presidential term exam<strong>in</strong>ed. Between <strong>the</strong> first <strong>and</strong> <strong>the</strong> third<br />
terms, <strong>the</strong> proportion of women rose by 11 percentage po<strong>in</strong>ts <strong>in</strong> political portfolios <strong>and</strong> by 7 po<strong>in</strong>ts <strong>in</strong><br />
those concerned with economic affairs. 16 For <strong>the</strong> first time, women hold defence portfolios<br />
simultaneously <strong>in</strong> Argent<strong>in</strong>a, Chile, Colombia <strong>and</strong> Ecuador, which is a notable development s<strong>in</strong>ce <strong>the</strong>se<br />
m<strong>in</strong>istries have traditionally been occupied by men <strong>in</strong> those countries.<br />

The m<strong>in</strong>istries have been classified <strong>in</strong> four groups: political, economic, social <strong>and</strong> cultural, <strong>and</strong> o<strong>the</strong>rs. In many<br />
cases, m<strong>in</strong>istries cover too many different fields or <strong>the</strong>ir areas of responsibility are grouped <strong>in</strong> too many different<br />
ways to be placed <strong>in</strong> any s<strong>in</strong>gle category. Generally speak<strong>in</strong>g, <strong>the</strong> social <strong>and</strong> cultural cab<strong>in</strong>et consisted of <strong>the</strong><br />
portfolios of education, health, labour, hous<strong>in</strong>g, women’s affairs <strong>and</strong> o<strong>the</strong>r similar areas; <strong>the</strong> economic cab<strong>in</strong>et<br />
comprised <strong>the</strong> m<strong>in</strong>istries of economic affairs, f<strong>in</strong>ance, energy, m<strong>in</strong><strong>in</strong>g, communications, transport, public works,<br />
agriculture, tourism <strong>and</strong> related fields; <strong>and</strong> <strong>the</strong> political cab<strong>in</strong>et consisted ma<strong>in</strong>ly of m<strong>in</strong>istries of <strong>the</strong> <strong>in</strong>terior,<br />
external affairs, justice, security <strong>and</strong> defence <strong>and</strong> o<strong>the</strong>r similar matters. “O<strong>the</strong>rs” <strong>in</strong>cluded m<strong>in</strong>istries of <strong>the</strong><br />
environment <strong>and</strong> science <strong>and</strong> technology <strong>and</strong> “mixed” m<strong>in</strong>istries, which are most commonly found <strong>in</strong> <strong>the</strong><br />
<strong>Caribbean</strong> countries <strong>and</strong> have responsibility for a number of different areas.
