adoption of measures to combat <strong>in</strong>equality. The fact that <strong>the</strong>se women are <strong>in</strong> positions of authority<br />

relieves <strong>the</strong>m of hav<strong>in</strong>g to constantly negotiate <strong>and</strong> demonstrate <strong>the</strong> importance of such measures. They<br />

also speak of a new climate of mutual assistance <strong>and</strong> a more relaxed style of political management <strong>and</strong><br />

authority. Their presence <strong>in</strong> senior posts also places <strong>the</strong>m <strong>in</strong> a prime position for identify<strong>in</strong>g valuable<br />

professional women who may have been marg<strong>in</strong>alized at work with no prospect of advancement. Under<br />

female authority, <strong>the</strong>se professional women are more likely to achieve positions of responsibility. The<br />

subsequent upward career paths of <strong>the</strong> women concerned is evidence of <strong>the</strong> discrim<strong>in</strong>ation that <strong>the</strong>y had<br />

been subjected to previously <strong>and</strong> demonstrates <strong>the</strong> importance of hav<strong>in</strong>g a critical mass of female<br />

professionals <strong>in</strong> positions of responsibility (Sem<strong>in</strong>ar on parity <strong>and</strong> equality <strong>in</strong> <strong>the</strong> government of Michelle<br />

Bachelet, Santiago, Chile, 16 December 2006).<br />

One of <strong>the</strong> virtues of <strong>the</strong> parity agenda has been to demonstrate that women are capable of<br />

represent<strong>in</strong>g society as a whole. Ano<strong>the</strong>r has been to encourage <strong>the</strong> democratic dem<strong>and</strong>s put forward by<br />

different segments of society, such as <strong>in</strong>digenous <strong>and</strong> Afrodescendent women who, through such organizations<br />

as <strong>the</strong> Permanent Forum on Indigenous Issues, have campaigned for <strong>the</strong> right to participate <strong>and</strong> to give or<br />

withhold <strong>the</strong>ir free, prior <strong>and</strong> <strong>in</strong>formed consent <strong>in</strong> <strong>the</strong> formulation of policies to promote equality.<br />

The <strong>in</strong>crease, albeit at different rates, <strong>in</strong> <strong>the</strong> proportion of women <strong>in</strong> <strong>the</strong> legislative <strong>and</strong> executive<br />

branches reflects cultural changes as regards recognition of <strong>the</strong>ir capabilities. It also reflects <strong>in</strong>creased<br />

access to material resources <strong>and</strong> prestige <strong>and</strong> entails <strong>the</strong> creation of a critical mass of women among<br />

political authorities <strong>and</strong> representatives. The fact that women occupy a variety of m<strong>in</strong>isterial <strong>and</strong><br />

legislative positions shows that <strong>the</strong> time is now ripe for efforts to make parity an objective <strong>in</strong> <strong>the</strong> region.<br />

The authorities of mach<strong>in</strong>eries for women’s advancement have identified a number of obstacles. 19<br />

The greatest of <strong>the</strong>se has to do with <strong>the</strong> difficulty of reconcil<strong>in</strong>g public life with family responsibilities.<br />

This is compounded by a poor image of politics among <strong>the</strong> citizenry <strong>and</strong> far from negligible obstacles as<br />

regards f<strong>in</strong>anc<strong>in</strong>g <strong>and</strong> women’s economic capacities.<br />

Many female politicians, government authorities, female <strong>in</strong>tellectuals <strong>and</strong> NGOs have taken up<br />

<strong>the</strong> call for parity. 20 Generally speak<strong>in</strong>g, <strong>the</strong>re is agreement that <strong>the</strong> changes have been occurr<strong>in</strong>g too<br />

slowly <strong>and</strong> that <strong>the</strong>re is a need for policies on affirmative action, such as quota mechanisms <strong>in</strong> <strong>the</strong><br />

legislative <strong>and</strong> executive branches; Colombia offers <strong>the</strong> clearest example of <strong>the</strong>se. Such measures are<br />

needed to break down <strong>the</strong> cultural <strong>and</strong> political resistance which is evident <strong>in</strong> all <strong>the</strong> countries, even if<br />

op<strong>in</strong>ions as to where to apply <strong>the</strong>m do not necessarily co<strong>in</strong>cide. In some countries it has been found<br />

necessary to specify affirmative action measures <strong>in</strong> constitutional provisions, while <strong>in</strong> o<strong>the</strong>rs work at <strong>the</strong><br />

political level has proved more fruitful.<br />

Representatives from <strong>the</strong> <strong>Caribbean</strong> countries have po<strong>in</strong>ted to <strong>the</strong> importance of engag<strong>in</strong>g <strong>in</strong><br />

awareness-rais<strong>in</strong>g by enlist<strong>in</strong>g <strong>the</strong> media <strong>and</strong> work<strong>in</strong>g to <strong>in</strong>volve men <strong>in</strong> <strong>the</strong> campaign for parity. Cuba<br />

also notes that education <strong>and</strong> <strong>the</strong> political will of leaders have a strong bear<strong>in</strong>g on women’s advancement.<br />

Lastly, all <strong>the</strong> representatives who participated <strong>in</strong> <strong>the</strong> virtual forum said that such strategies must<br />

be accompanied by efforts to streng<strong>the</strong>n <strong>the</strong> <strong>in</strong>stitutional fabric of gender. This <strong>in</strong>cludes position<strong>in</strong>g<br />

As part of <strong>the</strong>se calls, ECLAC organized two sem<strong>in</strong>ars on <strong>the</strong> subject of parity <strong>and</strong> <strong>the</strong> Presid<strong>in</strong>g Officers of <strong>the</strong><br />

Regional Conference on <strong>Women</strong> <strong>in</strong> Lat<strong>in</strong> <strong>America</strong> <strong>and</strong> <strong>the</strong> <strong>Caribbean</strong> have adopted agreements on <strong>the</strong> need to<br />

<strong>in</strong>corporate <strong>the</strong> issue <strong>in</strong>to <strong>the</strong> contemporary political agenda.
