stops include Falmouth Mall, Mashpee Commons, Centerville, West Main<br />

Street and the Hyannis Transportation Center. The bus runs every hour,<br />

Monday through Saturday, between 5:30 am and 5:30 pm. The Barnstable<br />

Villager provides transit between the Barnstable County Complex in Barnstable<br />

Village and the Hyannis Transportation Center. There are several<br />

stops in the study area, including<br />

Festival Mall, Southwind Plaza, the<br />

<strong>Cape</strong> <strong>Cod</strong>der hotel and the <strong>Cape</strong> <strong>Cod</strong><br />

Mall. The bus runs every hour, Monday<br />

through Saturday, between 7:30<br />

am and 5:30 pm. Establishing additional<br />

public transit nodes along the<br />

corridor that can initially be served<br />

by local bus and transit systems and<br />

with greater frequency (including<br />

Sundays) would offset any reduced<br />

area dedicated to parking. Furthermore,<br />

the corridor may provide a<br />

future opportunity for mass transit,<br />

such as bus rapid transit or light rail<br />

service, and therefore these transit<br />

nodes may in the future have the potential to become light rail stops if a<br />

light rail system is pursued. Potential transit stop nodes could include:<br />

entrance to Festival, entrance to <strong>Cape</strong> <strong>Cod</strong> Mall/Kmart Plaza, near rotary/<br />

airport, intersection at <strong>Route</strong> 28 entrance to <strong>Cape</strong> <strong>Cod</strong> Mall, Bearse’s<br />

Way/<strong>Route</strong> 28 intersection.<br />

Opportunity 7C: Encourage Decked Parking<br />

One of the factors that have left large areas of parking under utilized is<br />

the spaces’ proximity to the establishments they are serving. Although<br />

the required parking spaces under zoning is likely established to deal<br />

with peak demand (only reached at a few days/year), the rest of the year<br />

most customers park as close to the buildings they are visiting as possible.<br />

Therefore, the most distant spaces are left for employee parking or are left<br />

empty. This is particularly noticeable at the <strong>Cape</strong> <strong>Cod</strong> Mall, where parking<br />

located at the corner of Independence Drive and <strong>Route</strong> <strong>132</strong>, and adjacent<br />

to <strong>Route</strong> 28 (in the vicinity of the two ponds) is almost never used.<br />

To reduce the amount of surface parking needed, especially in large developments,<br />

reduced parking requirements or incentives to allow decked<br />

parking or parking contained within structures should be explored.<br />

Although more expensive to construct than surface parking, a parking<br />
