5. TRANSPORTATION ISSUES AND OPPORTUNITIES<br />

Issue 13: conflicts for all Users (Motorists, Bicyclists and<br />

Pedestrians) within Area C<br />

Area C is defined by excessive curb cuts, unsafe access for all users<br />

(motorists, bicyclists and pedestrians) and underperforming business.<br />

Crash records for <strong>Route</strong> <strong>132</strong> in Barnstable between the Airport Rotary and<br />

the <strong>Cape</strong> <strong>Cod</strong> Mall have been provided by the Town of Barnstable Police<br />

Department. The collection of reports, which spans the time period from<br />

January 1, 2007 to October 24, 2009, does not include incidents occurring<br />

at either the Airport Rotary or at the <strong>Route</strong> <strong>132</strong> intersection with the <strong>Cape</strong><br />

<strong>Cod</strong> Mall entrance. There are 51 reported incidents of varying severity for<br />

this duration – omitting all accidents occurring within commercial properties.<br />

It should be noted that this is the minimum number of crashes that<br />

have occurred at this location. Crashes lacking injury or significant damage<br />

may have gone unreported. The most important features of the crash<br />

reports are summarized in Table 1.<br />

Several facts from this data should be highlighted:<br />

• z Most of the crashes (33 of 51) are the result of a movement that<br />

would not be permitted after the installation of a center, raised<br />

median.<br />

• z Four of the ten rear-ended vehicles were either waiting to take a<br />

left turn or waiting behind a vehicle that was intending to make<br />

a left turn.<br />
