working on decreasing the number of unauthorised designs
which provide other professional groups, mainly
civil engineers. There is a new Regulation on Bidding that
brought some regulations in that area and is compulsory
for all investors financed from the state budget.
We are consistent in our efforts to eliminate from the
Law on Public Purchase a definition of designing as an
intellectual service aiming for architects to get similar
status as doctors and lawyers. For architects are valid
the same as for lawyers – a cheap architect does not
mean the best choice. Moreover, we are highly disturbed
by compulsory official notification about not
being sanctioned for any participation in criminal organisation,
corruption, fraud or money washing, which
is insulting for any man, especially for someone rendering
intellectual services.
Also, we perform an education on authorship rights.
Generally our public has undeveloped consciousness
about the fact that every piece of work has its own
author. By our brochure on authorship rights we try to
educate investors to become aware of value of the
object as an authorship and so increase the market
value of the real-estate. We would like to accomplish
that Croatian public starts to appreciate a “stuff with
a signature“.
How many employees does the Architectural Class have?
The whole Architectural Class leans on two permanently
employed administrative assistants. All other duties
are based on voluntarily work. This is an enormous job,
which demands self-denial of the members who can,
at the best, expect some commendation from their colleagues;
but, on the other hand this is the best way of
flow of information from all areas of architecture. Each
problem is defined on the very spot of its appearance
and a solution is tried to be found immediately. There is a
necessity to employ a professional secretary who would
lead the Class and, in future, independent Chamber of
Architects.
You are present even in international relations?
Of course, as members of World Architects Association,
Council of European Architects and European Forum for
Architectural Policies, we are active in all aspects, and
especially within the Council of European Architects in
various work groups.
What kind of cooperation does the Chamber have with
MEPZCE and Administration?
II may say that the cooperation with Ministry is getting
better and better, especially with issues regarding professional
improvement and regulations on procedures
of issuing permits. The Chamber provides for Ministry all
legally possible support in sanctioning illegal construction
through its bodies. But still the cooperation should
be improved when it comes to preparation for basic
laws – on zoning, construction and the Chamber. Administration
