at Ca’ Foscari University in Venice. He is head of the Russia,<br />

Caucasus and Central Asia Programme at the Italian Institute for<br />

International Political Studies (ISPI) in Milan and President of<br />

ASIAC (Association of Italian Studies on Central Asia and the<br />

Caucasus).<br />

Sean Kay is Robson Professor of Politics and Government at Ohio<br />

Wesleyan University where he is the Director of the International<br />

Studies Program. He is also an associate at the Mershon Center for<br />

International Security Studies at Ohio State University and a nonresident<br />

fellow in Foreign and Defense Policy at the Eisenhower<br />

Institute in Washington, D.C. He has written extensively on<br />

American defense policy regarding Russia and Europe. He previously<br />

worked as a visiting research fellow at the Institute for National<br />

Strategic Studies at the U.S. National Defense University, and as a<br />

visiting assistant professor at Dartmouth College. He has a Ph.D. in<br />

International Relations from the University of Massachusetts at<br />

Amherst.<br />

Luca Ratti is Associate Professor in History of International<br />

Relations at the University of Rome 3 and Adjunct Professor in<br />

International Relations at The American University of Rome. His<br />

main research and teaching interests lie in post-World War II<br />

international history, specifically in U.S.-European relations,<br />

NATO’s evolution and European security and defense policies, and<br />

international relations theory. He is currently completing a<br />

monograph on the Anglo-American special relationship and German<br />

unification for Edinburgh University Press.<br />

Ivan Timofeev has been a Director of Programs at the Russian<br />

International Affairs Council (RIAC) since 2011. He is responsible<br />

for the intellectual performance of RIAC, managing its programs and<br />

projects. His personal background at RIAC includes working with<br />

Russian and foreign diplomats, governmental officials, experts,<br />

businessmen and NGO leaders regarding Russia’s foreign policy and<br />

public diplomacy. Before joining RIAC, he was the Head of<br />

Analytical Monitoring Center and Associate Professor at MGIMO<br />

University (2009-2011). He was awarded a doctoral degree in<br />

Political Science at MGIMO in 2006. He has a Master of Arts in<br />

Society and Politics (Lancaster University and Central European
