EU-Russia: What Went Wrong? 41<br />

is based primarily on the Eurasian Customs Union (EACU),<br />

established in 2010 by Russia, Kazakhstan and Belarus 24 . Behind<br />

the Eurasian Customs Union is foreshadowed a more ambitious<br />

project, which aims not only to strengthen economic ties between<br />

the members, but also to promote a future political integration. In<br />

fact, the link between economics and politics is very strong in the<br />

projects of Eurasian reconstruction and in recent years Moscow<br />

has exerted strong pressure on other countries to get them to<br />

participate. Because of its delicate geopolitical situation Armenia<br />

agreed to join the Eurasian Customs Union already in September<br />

2013 25 . Tajikistan and Kyrgyzstan are also subjected to similar<br />

pressure, but just like Armenia they have a relative political and<br />

economic importance. The decisive match for the success of the<br />

Eurasian project was played instead in Ukraine. Without this<br />

country the European dimension of this project would be<br />

insufficient. Ukraine is in fact the main bone of contention<br />

between the EU and Russia in their respective political projection.<br />

The pressure to extend the Eurasian Customs Union to Ukraine<br />

were exercised from Moscow just at the moment when the EU<br />

offered this country the Association Agreement. Therefore, the<br />

Ukrainian crisis was perfectly predictable and could have been<br />

avoided with a more prudent policy. As noted by Henry Kissinger,<br />

The West must understand that, to Russia, Ukraine can never be<br />

just a foreign country. Russian history began in what was called<br />

Kievan-Rus. The Russian religion spread from there. Ukraine<br />

has been part of Russia for centuries, and their histories were<br />

intertwined before then. Some of the most important battles for<br />

Russian freedom, starting with the Battle of Poltava in 1709,<br />

were fought on Ukrainian soil. The Black Sea Fleet – Russia’s<br />

means of projecting power in the Mediterranean – is based by<br />

long-term lease in Sevastopol, in Crimea. Even such famed<br />

dissidents as Aleksandr Solzhenitsyn and Joseph Brodsky<br />
