Talking to Russia -<br />
and European Allies in the Lead<br />

The continuing crisis in Ukraine raises fundamental questions<br />
about how best for the United States to engage with adversaries<br />
and allies. This chapter examines the American approach to<br />
engaging Russia before and during the Ukraine crisis. It shows<br />
that Russia’s illegal annexation of Crimea has added greater<br />
cohesion to the West while accelerating a rebalancing of<br />
responsibility sharing between the United States and Europe. The<br />
United States has calibrated its approach towards Russia so as to<br />
sustain engagement while putting capable allies in lead diplomatic,<br />
economic, and military roles. A careful mix of political and<br />
economic punishment, diplomatic engagement, and symbolic<br />
reassurance of NATO members provides a framework for limiting<br />
the damage done by Russia’s irresponsible behavior. At the same<br />
time, as the 2013 crisis over Syria’s use of chemical weapons and<br />
the 2015 Iran nuclear bargaining showed, America works with<br />
Moscow when interests align. Meanwhile, as the United States<br />
continues with its ‘Asia Pivot’, the need for European allies to<br />
assume an even greater role will accelerate – not with more<br />
spending on defense, but with pooling of military capabilities.
