1. Introduction1.1 GeneralGood asset management practices can significantly increase the life of an irrigationchannel and reduce its life cycle costs.This publication provides a guide to methods of construction and refurbishment ofearthen irrigation channel banks.The Guidelines provide practical guidance for the construction and refurbishment ofearthen irrigation channel banks, which, if followed, should reduce life cycle costs.Throughout Australia the irrigation industry has been undergoing major restructuring andstaff reductions, resulting in the loss of technical expertise. The wide spread loss ofindustry expertise in earthen channel design and construction was apparent during thisresearch project, and the Guidelines have therefore endeavoured to capture existingindustry knowledge and extend that further through the research project.Earthen irrigation channel banks are of considerable economic importance. They form asubstantial part of the initial construction and on-going costs of an irrigation system. Theselection of appropriate design, construction, operation and maintenance standards willdetermine the life-cycle cost of the banks and in turn the life-cycle cost of an entireirrigation system.1.2 Irrigation Industry ContextImproved knowledge of irrigation infrastructure management and the refurbishment ofageing infrastructure are major challenges facing the national irrigation industry. Themost significant component of the irrigation infrastructure, both in magnitude and inreplacement cost, is earthen channels.The older channels in Australia are reaching the end of their useful lives and increasinglywill require either refurbishment or replacement. Over the next twenty years highexpenditure on earthen channel bank refurbishment is projected in Victoria, New SouthWales and Queensland. The need to reduce the life-cycle costs of earthen channel bankshas been identified as one of the industry’s highest strategic priorities.1.3 Approach and PhilosophyAustralia is a very large continent with wide variations in climate and topography.Irrigation schemes are spread across the country from north Western Australia toTasmania. Hence, standards and practices vary widely.Therefore, it has not been possible to establish Best Practice procedures that cover allsituations. For this reason, this publication is intended as a Guide and not a Code ofPractice.
