11.1 GeneralThe Investigation <strong>and</strong> Planning phase <strong>of</strong> the <strong>channel</strong> bank project requires the designer togive consideration to those factors which may affect the works.Before site works are commenced, some or all <strong>of</strong> the following details may need to betaken into account:a) Approval the precise terms <strong>of</strong> approval <strong>of</strong> the project by relevant authorities includinglocal government <strong>and</strong> heritage, planning <strong>and</strong> environmental protection agencies, caninfluence the execution <strong>of</strong> the worksb) Services Inspections, where necessary in conjunction with the relevant authority, tolocate existing <strong>and</strong> proposed public utility services, which may be affected by or affectthe works. Obtain from each relevant authority its written requirements in respect tosuch services.c) Adjoining property examination to assess whether there is a potential for damagedue to vibration, excavation, filling, noise, run-<strong>of</strong>f, dust or other effects <strong>of</strong> theearthworks, <strong>and</strong> liaison with the adjoining owners.d) Regulations working hours on site, warning signs, fencing or security requirements<strong>and</strong> emanations from the site including dust, water, silt, noise or smoke, are controlledby regulations. These regulations are in addition to the civil rights <strong>of</strong> adjoining owners<strong>and</strong> the public.e) Preservation items surveys necessary to identify <strong>and</strong> locate aboriginal or historicrelics, heritage items or rare flora or fauna which may require preservation orrelocation.f) Drainage Temporary or permanent diversion <strong>of</strong> permanent or ephemeral watercoursesprior to or during <strong>construction</strong> <strong>of</strong> the earthworks <strong>and</strong> associated works may affect thequantity or quality, or both, <strong>of</strong> the stormwater run-<strong>of</strong>f. Therefore, special provisionsmay be necessary to minimise the effects <strong>and</strong> to protect the legal rights <strong>of</strong> adjacent <strong>and</strong>downstream l<strong>and</strong>owners. Failure <strong>of</strong> such special provisions could lead to litigation<strong>and</strong> delay in completion <strong>of</strong> the earthworks project.Approval from the relevant authorities is obtained prior to either the placement <strong>of</strong> fillon flood-prone l<strong>and</strong>s or <strong>construction</strong> <strong>of</strong> drainage structures, ie culverts in naturalwatercourses.g) Erosion <strong>and</strong> siltation protection <strong>of</strong> the earthworks from erosion, both during<strong>construction</strong> <strong>and</strong> after <strong>construction</strong>, needs to be taken into account. Run-<strong>of</strong>f from theworks, <strong>and</strong> areas affected by the works, may be subject to special provisions.h) Existing filled ground existing filled ground, for which the conditions <strong>of</strong> theplacement are not adequately documented, should not be assumed to be either <strong>of</strong> thest<strong>and</strong>ard <strong>of</strong> compaction or the composition adequate to support fill or any other loads.Site investigations, which may include test pits, test bores, test rolling, or othermethods, are necessary to assess the degree <strong>of</strong> compaction <strong>and</strong> composition <strong>of</strong> theexisting filled ground. Analysis <strong>of</strong> the results obtained from these investigations willallow an assessment <strong>of</strong> the adequacy <strong>of</strong> the existing filled ground or the extent <strong>of</strong>Construction <strong>and</strong> Refurbishment <strong>of</strong> Earthen Channel Banks August 2002 - Edition 1.0 11-2
